Latest news and stories about severe weather in government in Portugal for expats and residents.
Minister of Housing and Infrastructures Miguel Pinto Luz reported that 16 roads across the national network remain closed eight months after severe winter storms in January and February. The government cited the complexity of necessary repairs for the ongoing closures, noting that the storms caused over 3,400 incidents on national roads.
Wildfires in the Valpaços, Mirandela, and Vinhais regions have caused significant damage, destroying vineyards, olive groves, and homes. While firefighting efforts are progressing favorably in some areas, the first seven months of 2026 have already seen over 5,700 rural fires, the highest figure in four years. The Valpaços City Council is currently seeking a declaration of a state of calamity (estado de calamidade) from the government to address the losses.
Update: Valpaços wildfire now under control after massive destruction
The wildfire that began in Valpaços last Tuesday is now considered controlled and is in the resolution phase. The blaze consumed over 16,000 hectares across 14 municipalities, damaging 20 houses and forcing the relocation of residents.
A state of calamity (situação de calamidade) is the highest level of civil emergency Portugal can declare under its Civil Protection framework, short of a constitutional state of emergency. It is typically declared by the government in response to severe natural disasters such as major wildfires, floods, or storms.
A calamity declaration activates the National Civil Protection Emergency Plan, mobilizes additional resources, and grants authorities expanded powers to restrict movement, requisition private property, and deploy military assets. It also unlocks emergency financial support for affected populations and municipalities.
Portugal uses a three-tier alert system: alerta (alert), contingência (contingency), and calamidade (calamity), each with escalating levels of coordination and authority. The state of calamity requires coordination between the national government, ANEPC, local authorities, and emergency services.
Six months after Storm Kristin caused widespread destruction, the Mission Structure for the Recovery of the Central Region reports that over 200,000 homes were affected. Officials admit that full reconstruction will not be finished by the 2027 deadline, as many residents remain trapped in insurance disputes and infrastructure repairs lag behind.
The Portuguese government is considering extending the current state of alert (situação de alerta) into next week as temperatures are forecast to reach 47°C. While the fire in Vouzela remains a major concern, authorities have requested international assistance to bolster firefighting efforts across the country.
Update: Vouzela fire contained as heatwave continues
The fire in Vouzela is now considered contained after burning over 12,000 hectares, though authorities report frequent reignitions. Over 1,200 firefighters, supported by international teams from Spain, remain on the ground as several districts remain under a red weather warning.
A state of alert (situação de alerta) is a preventive measure declared by the government to mobilize emergency resources during periods of high risk, such as extreme heat or wildfire danger. During this time, authorities may restrict activities like using heavy machinery in forests or lighting fires to prevent disasters. It is the second-lowest level in the national emergency response framework, below the state of contingency (situação de contingência) and the state of calamity (situação de calamidade).
The Portuguese government has activated the European Civil Protection Mechanism and bilateral agreements with Spain and Morocco to bolster firefighting efforts. Over 1,500 personnel are currently battling six active fires, with the blaze in Vouzela identified as the primary concern. Prime Minister Luís Montenegro confirmed that reinforcements are necessary due to the extreme wildfire risk across the entire country.
Update: International aid arrives as wildfires spread nationwide
More than 3,000 personnel are now deployed to combat five critical wildfires, including major blazes in Vouzela, Barcelos, and Setúbal. The fire in Vouzela has already consumed over 12,000 hectares, and authorities report at least 17 injuries among firefighters and civilians as extreme heat and strong winds complicate containment efforts.
Luís Filipe Montenegro Cardoso de Morais Esteves (born February 16, 1973, in Porto) is a Portuguese lawyer and center‑right politician who has served as Prime Minister of Portugal since April 2, 2024. A long‑time member of the Social Democratic Party (PSD), he is the leading figure of the post‑Troika generation of Portuguese conservatives. Montenegro was elected to the Assembly of the Republic in 2002 for the Aveiro district and remained an MP for 16 years, becoming PSD parliamentary leader from 2011 to 2017 during the bailout and austerity period under Prime Minister Pedro Passos Coelho. He was a prominent defender of strict austerity measures, arguing in 2014 that “the life of the people is no better, but the life of the country is a lot better,” a phrase that has followed his public image since. After an unsuccessful leadership bid against Rui Rio in 2020, Montenegro won the PSD leadership in 2022. He then forged the centre‑right Democratic Alliance (PSD–CDS‑PP and allies), which won a plurality of seats in the 2024 legislative election. Refusing to partner with the far‑right Chega, which he has called “often xenophobic, racist, populist and excessively demagogic,” he formed a minority government as head of the XXIV Constitutional Government on April 2, 2024. His first government fell in March 2025 after a no‑confidence vote linked to a conflict‑of‑interest affair, but fresh elections saw the Democratic Alliance increase its seat share, allowing Montenegro to return as prime minister leading the XXV Constitutional Government. His importance to Portugal lies in attempting to re‑center the traditional centre‑right after the crisis years, defending liberal‑conservative economics and EU alignment while drawing a sharp line against formal cooperation with the radical right, thus shaping how Portuguese democracy manages its new multi‑party era.
The European Civil Protection Mechanism coordinates disaster response among EU countries, arranging and directing international aid through the Emergency Response Coordination Centre in Brussels. It is used to request help for large events such as storms or floods, so national authorities can call on other member states when local capacity is exceeded.
The Portuguese government has declared a state of alert across the mainland from midnight on Friday, July 3, until 23:59 on Monday, July 6. This measure, prompted by severe weather forecasts and high wildfire risk, restricts activities such as accessing forest areas and using heavy machinery. Emergency services, including the National Republican Guard (Guarda Nacional Republicana or GNR) and the Public Security Police (Polícia de Segurança Pública or PSP), have intensified surveillance and patrols.
Update: Wildfires intensify in Vouzela as heatwave persists
A wildfire in Vouzela has escalated to five active fronts, causing seven injuries and forcing the protection of nearby villages. The Portuguese Institute for Sea and Atmosphere (Instituto Português do Mar e da Atmosfera or IPMA) has placed almost the entire country under maximum or very high fire risk, with most of the mainland under a red alert for extreme heat until Sunday.
The GNR (Guarda Nacional Republicana) is Portugal's national gendarmerie—a military police force founded in 1911, with origins dating to 1801. With over 22,600 personnel, GNR patrols 94-96% of Portuguese territory, covering rural areas, medium towns, and highways. Members are military personnel subject to military law, responsible for public order, customs, coastal control, environmental protection (SEPNA), firefighting/rescue (GIPS), border control, and ceremonial guards. GNR vs. PSP: The PSP (Polícia de Segurança Pública) is Portugal's civilian police force, covering major cities (Lisbon, Porto, Faro) and large urban areas—only 4% of territory but roughly half the population. PSP handles airport security, diplomatic protection, and private security regulation. Both share core missions (public order, crime prevention), but differ in nature: GNR is military with military training; PSP is civilian with police-focused training.
The PSP (Polícia de Segurança Pública) is Portugal's national civilian police force, founded in 1867. Responsible for defending Republican democracy and safeguarding internal security and citizens' rights, the PSP polices major cities—Lisbon, Porto, Faro—and large urban areas, covering only 4% of Portugal's territory but roughly half the population. Led by a National Director under the Ministry of Internal Affairs, its approximately 21,500 officers handle preventive policing, crime investigation, public order, airport security, diplomatic protection, private security regulation, firearms licensing, and border control (since 2023).
PSP vs. GNR: The PSP is civilian with police-focused training and urban jurisdiction, while the GNR (Guarda Nacional Republicana) is military (gendarmerie) with military training, covering 96% of Portugal's rural and suburban territory. Both share core public safety missions but differ fundamentally in nature, training, and geographic responsibility.
A red warning is the highest alert level issued by Portugal's weather agency, the Portuguese Institute for the Sea and the Atmosphere (Instituto Português do Mar e da Atmosfera or IPMA), used when conditions pose a very high risk to life and property. Under a red warning authorities may close roads, suspend transport and advise people to avoid coastal and flood‑prone areas, so follow civil protection instructions during the Friday–Saturday storm period.
In a statement, the ANEPC notes that the worsening weather conditions for the coming days are expected to result in an increased risk of fire.
Portugal is bracing for a severe heatwave with temperatures expected to reach 47ºC in some areas, prompting the Portuguese Institute for the Sea and Atmosphere (Instituto Português do Mar e da Atmosfera or IPMA) to issue red alerts for Lisbon, Setúbal, Leiria, and Coimbra. The government has warned of high mortality risks and extreme fire danger, urging citizens to follow all safety instructions. Municipalities are now implementing emergency measures to protect vulnerable populations as the country faces these exceptional weather conditions.
Update: Red alerts expand as heatwave intensifies across Portugal
The red heat warning will extend to Santarém, Portalegre, Évora, and Beja starting Thursday, with further regions including Porto, Braga, and Aveiro joining the alert list on Friday. Minister of Internal Administration Luís Neves described the conditions as a potential powder keg, urging extreme caution as high temperatures and strong winds are expected to persist until at least July 15. Meanwhile, the Lisbon City Council has prepared two pavilions, Casal Vistoso and Manuel Castelo Branco, to serve as emergency shelters for vulnerable residents.

Luís Neves will take office on Monday as Minister of Internal Administration. He graduated in law and has worked at the Judicial Police since 1995, where he served as coordinator of a national unit and developed a long career in criminal investigation.
Minister of Defence Nuno Melo has guaranteed that the Armed Forces are fully mobilized and prepared to assist in the prevention and combat of forest fires during the current high-risk season. The minister emphasized that the military is committed to acting within its capabilities to support national firefighting efforts as temperatures reach record highs.
The government has reinforced aerial surveillance to combat an increased risk of rural fires, with a focus on 26 municipalities hit by storm Kristin last winter. A surveillance centre at the Monte Real Air Base is now active, with officials coordinating the deployment of drones and aircraft to monitor conditions as extreme heat is expected.
The Monte Real Air Base (Base Aérea de Monte Real or BA5) is a major military installation located near Leiria that serves as the primary hub for the Portuguese Air Force's fighter jet operations. It houses the F-16 Fighting Falcon fleet and plays a central role in national defense, including aerial surveillance and emergency response coordination.
Socialist Party (Partido Socialista or PS) leader José Luís Carneiro has accused the government of negligence in its response to severe storms that impacted the country earlier this year. His comments follow a report from the Presidency of the Republic, which highlighted failures in coordination and planning during the crisis. The report outlines eleven strategic lessons to improve future responses to extreme weather events.
José Luís Carneiro is a Portuguese politician and member of the Socialist Party (Partido Socialista or PS). He served as the Minister of Internal Administration (Ministro da Administração Interna) from 2022 to 2024 and currently holds a seat in the Assembly of the Republic (Assembleia da República).
Health cards are private membership or discount schemes sold by companies that offer access to consultations, tests or reduced fees at private clinics; they are not the public health service. The Socialist Party (Partido Socialista or PS) has proposed regulation to increase transparency and protect consumers from misleading marketing or unexpected charges.
Municipalities affected by recent severe weather have requested that the government extend economic and employment support measures for an additional 60 days. A formal request has been sent to the Minister of Finance to keep these protections in place until the end of June.
Prime Minister Luís Montenegro has called an extraordinary Council of Ministers meeting for this Wednesday to finalize the Portugal, Transformation, Recovery and Resilience (PTRR) program. This government plan was created to address the damage caused by severe storms that affected the country earlier this year. The meeting is dedicated exclusively to the final design of the program.
The PTRR is Portugal's Transformation, Recovery and Resilience plan, the national programme that channels EU recovery funding (NextGenerationEU) into investments and reforms after the COVID-19 shock. It totals about €16.6 billion in grants plus €2.7 billion in loans (≈€19.3 billion) and runs mainly from 2021–2026, financing projects in green transition, digitalisation and social infrastructure that affect public spending and investment decisions expats may notice in housing, transport and services.
Approximately 7,400 families and companies affected by recent severe weather have joined government-decreed bank moratoriums. Deputy Governor of the Bank of Portugal (Banco de Portugal or BdP) Clara Raposo confirmed that the total credit amount covered by these measures reached 930 million euros by the end of March.
Banco de Portugal is Portugal's central bank, founded in 1846. It is a member of the European System of Central Banks (ESCB) and the Eurosystem, working alongside the European Central Bank (ECB) to implement monetary policy in the euro area.
Its main functions include supervising banks and financial institutions, ensuring financial stability, managing Portugal's gold and foreign currency reserves, and producing economic research and statistics. It also operates the payment systems infrastructure and issues banknotes.
Banco de Portugal is led by a Governor — currently Mário Centeno (since 2020) — who also sits on the ECB's Governing Council. For residents, the central bank matters because it regulates the banks they use, sets macroprudential rules (such as mortgage lending limits), and provides a complaints mechanism for banking disputes.
The government has submitted a request to the European Union Solidarity Fund for over 5.3 billion euros to cover damages caused by seven consecutive storms between January and February. The funds are intended for the reconstruction of public infrastructure and emergency interventions, particularly in the Central region.
The European Union Solidarity Fund (Fundo de Solidariedade da União Europeia) is a financial mechanism designed to help member states respond to major natural disasters. It provides emergency aid to cover costs for essential public infrastructure, emergency operations, and the cleanup of disaster-stricken areas.
António José Seguro is concluding his five-day Open Presidency (Presidência Aberta) in the Central region, specifically focusing on the Leiria district. The initiative, which involved meetings with energy regulators and local residents, addressed urgent recovery needs following severe weather in February. Seguro faced significant pressure from citizens seeking faster intervention from insurance companies and state support.
António José Martins Seguro (born March 11, 1962, in Penamacor) is a lawyer, political scientist, and the current President of the Portuguese Republic, inaugurated on March 9, 2026 after winning the two-round presidential election in January–February 2026.
Career: He led Socialist Youth (1990–1994), served as MEP (1999–2001), was Minister Adjunct to PM António Guterres (2001–2002), and led the PS parliamentary group (2004–2005). Elected PS Secretary-General in 2011 with 68%, he led the opposition during Portugal's bailout era. In 2014, António Costa defeated him in party primaries by a landslide, prompting Seguro's resignation and a decade-long retreat from politics. He returned in 2025, launching the movement UPortugal and announcing his presidential candidacy in June. He received official PS backing in October 2025 and won the presidency in February 2026.
Political philosophy: Seguro positions himself as representing a "modern and moderate" left, advocating financial responsibility while opposing austerity. As President, he has emphasized institutional trust, efficient governance, and a collaborative relationship with the government while maintaining rigorous constitutional oversight.
The government has established the Integrated Prevention and Operations Command (Comando Integrado de Prevenção e Operações or CIPO) to coordinate forest cleaning efforts in the Central and Lisbon and Tagus Valley regions. Ministers Luís Neves and Nuno Melo presented the initiative, which aims to remove combustible material and improve forest access before the summer season. Officials have warned that the upcoming summer could be particularly difficult, urging citizens to clear their land to mitigate fire risks.
The Integrated Prevention and Operations Command (Comando Integrado de Prevenção e Operações or CIPO) is a specialized task force created to coordinate the government's response to rural fires. It brings together multiple agencies to improve early detection and resource management during the high-risk summer fire season.
President of the Republic António José Seguro has begun his first Open Presidency, a five-day tour to inspect storm-affected regions in central Portugal. During his visits, he criticized the government for delays in distributing financial support to residents and businesses, urging Prime Minister Luís Montenegro to accelerate the process.

Education Minister Fernando Alexandre announced that schools damaged by Storm Kristin will be rebuilt to withstand winds of 200 kilometers per hour. The government is adopting construction models used in countries frequently exposed to cyclones to ensure structural resilience and prevent future closures. Parents and students should note that the plan involves redesigning projects in collaboration with local municipalities (municípios).
Update: Government sets June deadline for delayed housing support
The government aims to complete all financial support for private homes damaged by the storm by June 30, admitting that only 10% of 30,000 applications have been processed. Minister of Economy and Territorial Cohesion Manuel Castro de Almeida also announced that €500 million in projects from the Recovery and Resilience Plan (Plano de Recuperação e Resiliência or PRR) will be reallocated due to the disaster. Those awaiting support should note that 750 technicians are being deployed to help municipalities speed up damage assessments.
Fernando Alexandre is the Minister of Education, Science, and Innovation in Portugal's current government, which took office in April 2024. An economist by training, he previously served as a Secretary of State and is now responsible for managing the national school system and university funding. He recently sparked debate by suggesting that university tuition fees should be adjusted to account for inflation.
The PRR (Plano de Recuperação e Resiliência) is Portugal's national program under the EU's NextGenerationEU recovery fund, worth approximately €22.2 billion — roughly €16.6 billion in grants plus €5.6 billion in loans. Approved in 2021, it funds reforms and investments across housing, digital transition, climate action, healthcare, and public administration.
Payments from the European Commission are tied to specific milestones and targets. Missed deadlines or incomplete reforms can delay disbursements, affecting public works, infrastructure projects, and social programs that depend on PRR funding.
The PRR is one of the largest investment programs in Portugal's recent history and touches areas from affordable housing construction to hospital modernization, school renovation, and green energy transition. Progress is monitored by the European Commission through regular reviews.
The Intermunicipal Community of the Leiria Region (Comunidade Intermunicipal da Região de Leiria or CIMRL) says that promised government support for storm damage has yet to arrive. The region suffered significant destruction from storms Kristin, Leonardo, and Marta nearly two months ago, affecting infrastructure and drainage networks. Local leaders are calling for higher support rates and faster access to funds from the Recovery and Resilience Plan (Plano de Recuperação e Resiliência or PRR). Residents in the Leiria area should be aware of ongoing efforts to secure funding for local repairs.

An extreme weather event, confirmed by the Portuguese Institute of the Sea and Atmosphere (Instituto Português do Mar e da Atmosfera or IPMA) as a tornado, struck Porto Santo on Friday evening, causing widespread property damage but no injuries. The storm resulted in dozens of incidents including fallen trees, power outages, and flooded buildings. Residents in the Madeira archipelago should remain cautious as yellow weather warnings (aviso amarelo) remain in place through Sunday.
IPMA (Instituto Português do Mar e da Atmosfera) is Portugal's national authority for weather, ocean, and climate monitoring. It produces weather forecasts, issues severe weather warnings, monitors seismic activity, and provides marine and atmospheric data.
IPMA uses a four-level color-coded warning system: green (no risk), yellow (potential risk), orange (moderate-to-high risk), and red (extreme risk). These warnings cover conditions such as heavy rain, strong winds, extreme heat, cold snaps, rough seas, and snow.
Residents should monitor IPMA forecasts during storm season (typically October–March) and heatwaves (July–August). IPMA bulletins are used by civil protection authorities, transport operators, and local councils to make decisions about road closures, school suspensions, and evacuation orders.

The Portuguese Environment Agency (Agência Portuguesa do Ambiente or APA) has announced a ‑111 million plan to repair coastal damage caused by winter storms. Approximately ‑15 million will be spent before the start of the bathing season (época balnear) in May to restore beach access and infrastructure. Beachgoers should note that nearly half of the planned repairs focus on improving safe access to the shoreline.
The APA (Agência Portuguesa do Ambiente) is Portugal's central environmental authority, responsible for environmental policy, climate action, water resources, waste management, and coastal protection. It operates under the Ministry of Environment and Energy.
APA manages Portugal's water resources including river basins, dam operations, and flood risk planning. It monitors air and water quality, oversees waste treatment facilities, manages the national emissions trading scheme, and leads Portugal's climate adaptation strategies.
The agency is particularly prominent during flood events, as it controls dam discharges and coordinates water management across Portugal's major rivers. APA also processes environmental impact assessments and licenses for projects affecting natural resources.
Of this amount, 35 million euros will be allocated to municipalities and intermunicipal entities affected by the recent storms that primarily hit the West region.
Around 51,000 people remain without phone or internet communications across 33 municipalities after recent severe weather, the Mission Structure (Estrutura de Missão) reports, while authorities have recorded about 139,500 claims totalling roughly €505 million. The government says it is processing thousands of requests for income support, home recovery and loans as repair work continues. Those affected should follow municipal and central-government notices about temporary support and restoration timetables.
The Mission Structure (Estrutura de Missão) is a temporary government coordination body set up after major incidents to centralize response and recovery actions such as income support, home repairs and loan assistance. It brings together ministries, civil protection and local authorities to process applications, run hotlines and prioritise work — those affected should register with their municipality or the government helpline to be entered into the recovery programme.
Storm compensation typically begins with registering the damage with your municipal council or civil protection, which arranges inspections; insured losses go through your insurer while uninsured damage may be assessed for state help. National authorities such as the civil protection agency (Autoridade Nacional de Emergência e Proteção Civil) and any special Mission Structure coordinate payments and repairs, so keep photos, receipts and inspection reports — processing can take weeks to months.
One month after storm Kristin, Leiria hospital is still feeling the effects: in the first six hours after the storm 177 polytrauma patients arrived at the emergency department, staff worked without communications, roads remained blocked and many people reached the hospital in their own cars. Medical teams say the surge and infrastructure problems have left services stretched and recovery of normal operations is ongoing. Those relying on emergency care in the Leiria district should expect delays and follow local health unit notices.
Polytrauma means a person has multiple serious injuries to different body parts or organ systems at the same time, commonly from car crashes, falls or disasters. It requires rapid, coordinated emergency care and triage; the 177 polytrauma patients who arrived in the first six hours after storm Kristin show how quickly hospital emergency services can be overwhelmed.
Leiria hospital (Hospital de Leiria) is the main public hospital serving the Leiria district and offers emergency, surgical and inpatient care as part of Portugal's National Health Service (Serviço Nacional de Saúde or SNS). In the storm response it treated many severe cases, illustrating the role regional hospitals play in local emergencies.
The Council of Ministers approved a decree extending the storm support scheme and the simplified reconstruction regime from about 90 municipalities to the whole country, when damage can be shown to come from the recent storms. The measure, announced by the Minister of the Presidency, António Leitão Amaro, lets affected homeowners and businesses access faster procedures and reduced red tape for repairs. Property owners and those with storm damage should check municipal guidance on eligibility and the required documents; those unsure about proof requirements should contact their local Câmara.
Update: Minister resigns after storm response criticism
Media reporting and opinion pieces say successive storms exposed weaknesses in the state's emergency response, especially in Coimbra and Leiria, prompting wider public debate. The government has framed the recovery under the Portugal Transformation, Recovery and Resilience Programme (PTRR), while Civil Protection (Proteção Civil) rejected claims of service failure; the Minister of Internal Administration has since resigned, according to one outlet.
Civil Protection (Proteção Civil) is Portugal's national system for preventing, preparing for, and responding to disasters and emergencies — from wildfires and floods to earthquakes and storms.
The system is coordinated by the ANEPC (Autoridade Nacional de Emergência e Proteção Civil), which issues warnings, activates response plans, and coordinates firefighters, police, military, and municipal services. During major events, the ANEPC can activate the SIOPS (Sistema Integrado de Operações de Proteção e Socorro), a unified command structure for managing multi-agency responses.
Portugal's Civil Protection framework operates at three levels — national, district, and municipal — each maintaining its own emergency plans. The system has been under ongoing reform, with emergency associations pushing for clearer single-command structures to reduce confusion between responders during major incidents.
During weather emergencies, Proteção Civil issues safety advisories, may close roads and access routes, and coordinates rescue operations. Residents should follow official ANEPC guidance and call 112 for emergencies.
The Lisbon City Council has begun on‑site topographic surveys, geological tests and design work to stabilise a slope in the Graça neighbourhood after a weather‑related landslide, Dinheiro Vivo and RTP report. The council said it is preparing a construction procedure for slope stabilisation and improved drainage and has moved residents while work continues. Residents in Graça should follow the Câmara Municipal de Lisboa (Lisbon City Council) notices and expect site assessments and temporary access restrictions.
Residents of Alcácer do Sal have recounted distress from recent floods as authorities install housing blocks for displaced people, Correio da Manhã reports. Local services are providing temporary accommodation while recovery and damage assessments continue. Those in the affected area should contact the municipality for assistance and check insurance or emergency support options.
CNN Portugal publishes a practical guide on state assistance for people affected by the storms, outlining who may be eligible, what evidence is needed and how to apply for help tied to a state of calamity. The piece walks through municipal and central government steps to request emergency aid and links to forms and contact points. Residents and property owners in affected areas should check municipal guidance and deadlines to secure available support.
The government-appointed coordinator for the response to storm Kristin (tempestade Kristin) said the extreme weather affecting about 60 municipalities may be “the largest contemporary natural catastrophe” in the country and estimated losses could reach €6 billion. Paulo Fernandes, named to lead on-the-ground coordination, warned of substantial recovery needs and urged fast, organised support for displaced families and damaged infrastructure. Residents and property owners in affected areas should follow municipal notices and expect inspections, aid applications and potential temporary measures.
Update: How to request state disaster aid
A new guide published by national outlets explains eligibility and the application steps for state disaster assistance, setting out who can apply and what documentation is required. The coverage is practical: affected households and businesses are being told where to submit claims and which municipal or central-government services to contact as recovery programmes are set up.
Storm Kristin was a named Atlantic storm that struck Portugal in late 2024, bringing heavy rainfall, strong winds (gusts exceeding 100 km/h in some areas), and significant coastal wave action. The storm caused widespread flooding, roof collapses, fallen trees, and power outages across several districts.
IPMA issued orange and red warnings for affected regions, and ANEPC activated emergency response plans. The impact was particularly severe in flood-prone areas of the Lisbon metropolitan area and the Tagus and Mondego river basins, where drainage systems were overwhelmed.
Storm Kristin highlighted recurring vulnerabilities in Portugal's infrastructure during extreme weather events — including urban drainage capacity, riverbank management, and the need for updated emergency response coordination. Residents in storm-affected areas were advised to follow civil protection guidance, avoid coastal zones and riverbanks, and report damage through municipal services.
Correio da Manhã reports Almada set up a support office after severe weather and landslides forced 476 people from their homes. The municipality is coordinating temporary shelter and assistance for those affected while monitoring further slope stability risks. Residents in the area should follow municipal guidance and local emergency updates.
The Insurance and Pension Funds Supervisory Authority (Autoridade de Supervisão de Seguros e Fundos de Pensões or ASF) says about 49% of homes exposed in municipalities hit by the storm did not have insurance covering storms or floods, RTP reports. Insurers have received roughly 114,000 claims and paid about €42 million so far, Correio da Manhã adds, signaling a large uninsured population and likely delays in payouts. Homeowners and renters should check their policies, submit claims promptly and expect processing times to be stretched.
ASF is the insurance and pension funds supervisory authority (Autoridade de Supervisão de Seguros e Fundos de Pensões). It regulates insurers, monitors solvency and protects policyholders; here ASF is gathering information on claims and financial guarantees to assess sector costs and whether insurers’ practices comply with rules, which can affect claim payouts and industry stability.
Storm coverage in home insurance pays for damage to a dwelling and its contents caused by storms, heavy rain and related flooding; in Portuguese this is commonly called cobertura de tempestades e inundações. The ASF said 49% of exposed homes in the recent bad-weather municipalities lacked this cover, with 114,000 claims and €42 million paid so far, so homeowners and renters should check policy limits, exclusions and whether temporary accommodation is covered.
The Aga Khan Foundation will donate €1.5 million to support reconstruction after recent floods and storms, with funds targeted at rebuilding schools, supporting students and families, and creating microforests, Diário de Notícias and Correio da Manhã report. The funding involves the Ismaili Imamat and the Aga Khan Foundation, and some uses are conditioned on educational and environmental projects in affected areas. Local municipalities and community groups should follow announcements about how funds will be allocated and which projects will receive support. Residents in heavily affected towns should check local council channels for how the donation may link to reconstruction plans.
Update: Donation aimed at schools, students and creating microforests
Diário de Notícias adds that the donation involves the Ismaili Imamat and the Aga Khan Foundation, led by Prince Rahim Aga Khan, and will focus on the most affected regions with conditions attaching funds to school rebuilding, student support and reforestation projects.
Prince Rahim Aga Khan is the eldest son of Aga Khan IV and a senior member of the Aga Khan family involved in its development and charitable activities. He is often involved in the Aga Khan Development Network’s philanthropic work and is referenced in this story in connection with the Ismaili Imamat and foundation support for storm recovery.
The Aga Khan Foundation is a private, non-profit development agency within the Aga Khan Development Network that funds projects in education, health, rural development and disaster relief around the world. It will donate €1.5 million to help reconstruct areas hit by recent storms, earmarked for rebuilding schools, supporting students and families, and creating microforests.
The Ismaili Imamat is the institutional office of the Aga Khan, the spiritual leader of the Ismaili Muslim community, which also oversees development and humanitarian programmes through bodies like the Aga Khan Foundation. In the current story the Aga Khan Foundation will donate €1.5 million to reconstruction, showing how the Imamat supports education, family assistance and environmental projects after disasters.
E-Redes reports roughly 11,000 customers in the areas hit by storm 'Kristin' were still without electricity as of 08:00, with the company urging caution and providing local updates. The figure covers affected localities and may change as crews restore lines and inspect damage. If you live in the affected areas, check E-Redes outage maps, follow local safety guidance and prepare for possible short-term supply interruptions. Homeowners with damage should document it for insurers and contact their electricity supplier.
Update: Público confirms 11,000 without electricity
Público reports the same E-Redes snapshot, saying about 11,000 customers remained without power in affected localities as of 08:00; restoration crews continue inspections and repair work.
E-Redes (formerly EDP Distribuição) is the company that operates Portugal's low- and medium-voltage electricity distribution network, serving over 99% of mainland Portugal. It is a subsidiary of EDP (Energias de Portugal), the country's largest energy utility.
E-Redes is responsible for maintaining power lines, substations, and transformers; connecting new customers and solar panels to the grid; reading meters; and restoring power after outages. It operates under a concession granted by the Portuguese government and is regulated by ERSE (Entidade Reguladora dos Serviços Energéticos).
During storms and extreme weather, E-Redes coordinates emergency repair crews to restore electricity supply. Residents can report outages and check restoration timelines through the E-Redes website or app. The company is also central to Portugal's energy transition, managing the integration of growing rooftop solar and electric vehicle charging into the distribution grid.

President of the Republic Marcelo Rebelo de Sousa urged starting discussions on a national disaster fund during a visit to flood-hit Alcácer do Sal, saying Portugal lacks a dedicated fund while other countries and the EU have one. He praised local leaders and volunteers, and said worsening storms make planning for collective responses sensible. Residents in flood-prone areas should monitor any proposed fund for details on eligibility and compensation mechanisms.
Update: Marcelo presses government during flood tour
Multiple outlets report the president used a visit to Alcácer do Sal to press the Government and propose a new disaster fund, saying Portugal should follow EU peers that already have such mechanisms. Observador and ECO noted the visit praised local officials and volunteers while also pushing for formal talks on how a fund would work.
Electoral Mandate and Democratic Consensus:
Marcelo Rebelo de Sousa was elected President of Portugal on January 24, 2016, winning 52.0% of the vote in the first round—a decisive victory in a fragmented field. He campaigned as an independent, positioning himself as a unifying figure after years of austerity from Portugal's 2011–14 bailout, promising to repair political divisions and restore national confidence. His campaign emphasized moderation and cross-party consensus, a departure from his decades-long association with the center-right Social Democratic Party (PSD). Upon taking office on March 9, 2016, he suspended his party membership for the duration of his presidency.
His 2021 re-election proved extraordinary: Rebelo de Sousa secured 60.7% of the vote—the third-highest margin in Portuguese presidential electoral history since the 1974 Carnation Revolution. Historically, he became the first candidate ever to win in all 308 municipalities and the vast majority of parishes, ranging from 51.3% in Beja District to 72.16% in Madeira. This unprecedented sweep reflected his broad appeal across social, geographic, and ideological divides.
Constitutional Role and Crisis Leadership:
Portugal operates as a semi-presidential system where the president, while largely ceremonial, exercises meaningful influence over national security, foreign policy, and military affairs as Supreme Commander of the Armed Forces. Rebelo de Sousa leveraged this authority during Portugal's response to the COVID-19 pandemic. In March 2020, he requested parliamentary authorization for a state of emergency—the first nationwide declaration in 46 years of democratic history—to contain the crisis. He voluntarily quarantined after potential COVID-19 exposure in March 2020, and later tested positive in January 2021 while remaining asymptomatic. His measured handling of the pandemic, balancing public health with institutional continuity, contributed to his landslide 2021 re-election.
Diplomatic Engagement and International Presence:
Rebelo de Sousa has conducted extensive state visits representing Portugal's interests across diverse regions: the Vatican, Spain, Mozambique, Morocco, Brazil, Switzerland, Cuba, the United Kingdom, Greece, the United States, and Angola. A notable diplomatic highlight occurred in 2019 when he joined President Emmanuel Macron at the Bastille Day military parade in Paris, representing European military cooperation and the European Intervention Initiative. These engagements positioned Portugal as an active participant in global affairs, particularly regarding colonial history and Atlantic security partnerships.
Colonial Legacy and Historical Accountability:
During his presidency, Rebelo de Sousa has publicly supported making restitution and acknowledging abuses committed during Portugal's colonial history and the country's role in the Atlantic slave trade. This position marked a significant policy shift, as Portugal historically avoided confronting its imperial past compared to other European powers. His stance reflected evolving attitudes within Portuguese society toward historical accountability.
Controversies and Public Criticism:
Rebelo de Sousa's presidency has not been without controversy. In 2023, allegations emerged that he had intervened to expedite treatment for Brazilian twins with Zolgensma, an expensive rare disease medication, raising questions about presidential influence and potential corruption. These claims implicated his son and generated criticism across Portuguese political and media sectors. Additionally, in April 2024, Rebelo de Sousa made controversial remarks comparing the speed of Prime Ministers António Costa and Luís Montenegro using orientalist language that drew public rebuke. In August 2025, he called U.S. President Donald Trump a "Russian asset" at a PSD event, demonstrating his willingness to make provocative foreign policy statements.
Constitutional Constraints and Legacy:
Under Portugal's constitution, Rebelo de Sousa is barred from running for a third consecutive term, meaning his presidency concludes with elections scheduled for January 18, 2026. His decade-long tenure has established him as one of Portugal's most popular recent heads of state, characterized by broad consensus-building and institutional stability. Whether future presidents can replicate his cross-party appeal remains an open question for Portuguese democracy as it enters a new era.
A permanent disaster fund is a government reserve set aside to pay for emergency relief, repairs and reconstruction after natural catastrophes so money is available quickly rather than through ad‑hoc budget measures. Portugal’s government has proposed creating such a fund after recent storms to speed help to affected families and municipalities and to reduce reliance on one-off emergency allocations. Residents, insurers and local councils should follow the legislation because it will change how and when compensation and repair money is released.
The President of the Republic (Presidente da República) is Portugal's head of state, elected by direct popular vote for a five-year term, renewable once. The role is largely ceremonial but carries significant reserve powers that become crucial during political crises.
Key presidential powers include: appointing the Prime Minister (based on election results and parliamentary consultations), dissolving the Assembly of the Republic and calling new elections, vetoing legislation (which parliament can override), referring laws to the Constitutional Court, and declaring states of emergency.
The President also represents Portugal internationally, serves as Commander-in-Chief of the armed forces, and plays a moderating role in political disputes. António José Seguro has served as President since March 2026, following the two-round presidential election in January 2026.
Proteção Civil recorded 377 occurrences linked to the adverse weather by 18:00, the agency said. The tally covers rescues, floods and other emergency responses across the mainland as teams continue to manage local risks. Those in affected areas should follow municipal guidance and Proteção Civil updates for road closures and safety instructions.
Update: Lusa confirms 377 incidents at 18:00
Lusa's reporting on 14 February confirmed the Proteção Civil total of 377 occurrences as of 18:00, covering a mix of rescues, flood response and other weather-related incidents across the mainland.

The Portuguese Insurance Association (APS) said more than 100,000 claims have been filed after the recent bad weather, with about half reported in the last week. APS added that roughly 75% of cases have already seen initial assessment, advance payments or partial/total settlements, while others await documentation. Policyholders seeking payouts should contact their insurer promptly and check what documentation is needed for fast processing.
Update: APS says half of claims filed in recent week
Dinheiro Vivo and Observador report APS data showing just over 100,000 claims were filed (with about 50% lodged in the most recent week) and that roughly 75% of cases have received some assessment, advance payment or settlement; outstanding files are mainly waiting for paperwork.
The Portuguese Insurance Association (Associação Portuguesa de Seguradores) is the industry trade body that represents insurers in Portugal, collects sector data and speaks with government and the media after major events. On 14 February 2026 it reported more than 100,000 claims from recent bad weather (about half reported in the previous week); policyholders should contact their insurer promptly and check their cover and claims process.
Tourism of Portugal (Turismo de Portugal) has launched an emergency accommodation programme after the storm, making 815 units available across 55 municipalities and registering over 100 establishments so far. Access to the free rooms is granted on a municipal-council declaration and participating businesses can receive up to €60 per night to cover costs. The scheme is aimed at people displaced by the storms and at supporting local recovery; affected residents should contact their municipal council to request assistance.
Turismo de Portugal (the national tourism agency) is the state agency responsible for promoting Portugal as a destination and managing tourism support and funding. It administers sector programmes and can provide measures such as repaying bank debt or extending repayment deadlines for businesses, so restaurants and tourism companies should check eligibility for announced support.
A Público podcast and reporting say the storm has exposed deeper, long-standing problems in Portugal's rail network: the Linha do Oeste could be closed for around nine months while the Linha de Cascais is operating at about one-third capacity. The coverage contrasts relatively fast motorway repairs with slower rail recovery, notes CP's return to losses, and warns of lengthy service disruption and repair costs. Commuters and travellers should expect prolonged changes to schedules and check train operator updates before travel.
CP (Comboios de Portugal) is Portugal's state-owned railway company, operating passenger services across the country including urban commuter lines in Lisbon and Porto, regional services, inter-city routes, and the high-speed Alfa Pendular connecting Braga, Porto, Coimbra, Lisbon, and Faro.
CP has faced persistent challenges including aging rolling stock, service delays, and infrastructure limitations. The company is undergoing a fleet modernization program, with new trains being delivered to replace decades-old carriages on suburban and regional lines.
Key commuter lines include the Cascais, Sintra, Azambuja, and Sado lines in the Lisbon metropolitan area, and the Aveiro, Braga, Guimarães, and Caíde lines serving Porto. Ticket prices are heavily subsidized, and monthly passes integrated with other public transport are available through the Navegante and Andante systems.
The Linha do Oeste (West Line) is a regional rail route on Portugal’s west coast that links towns north of the Lisbon metro area and carries both local passenger services and some freight. It is part of the national infrastructure managed by Infraestruturas de Portugal with passenger trains run by Comboios de Portugal (CP), and it was cited in a Feb 14, 2026 Público piece as an example of underinvestment and service cuts that affect commuters and regional mobility.
The West region (Oeste) is the coastal agricultural area north of Lisbon that supplies large quantities of fruits, vegetables and other agri-food products to national supermarkets. Heavy damage to farms and packing operations there can reduce local supply and push prices up in the weeks or months after severe weather, so buyers and food businesses often watch developments in this region.
Portugal's return law governs the procedures for removing third-country nationals who are in the country irregularly, implementing the EU's Return Directive (2008/115/EC). It sets out the rules for deportation orders, voluntary departure periods, entry bans, and detention of irregular migrants pending removal.
Changes to the return law have been a recurring point of political debate, particularly around the balance between enforcement and rights protections. Amendments can affect the length of voluntary departure periods, the grounds for detention, and the procedural safeguards available to those subject to removal orders.
The law is administered by AIMA (Agência para a Integração, Migrações e Asilo), which replaced the former SEF in handling immigration enforcement and integration services.
The government has indicated that the recovery of the A1 viaduct in Coimbra, which collapsed due to a dam burst on the Mondego River, could take several weeks. In response to the disaster, the Prime Minister has introduced new support measures for affected victims, including a dedicated Recovery and Resilience Plan for Portugal and an increase in credit lines for businesses from 500 million to 1 billion euros.
Update: Metrobus suburban section may reopen next week
RTP reports the suburban stretch of Coimbra's metrobus could reopen next week as water levels fall and repairs progress; authorities continue local assessments of infrastructure damage. Those in Coimbra should watch official local transport notices as services gradually return.
The Mondego (Rio Mondego) is the longest river flowing entirely within Portugal, stretching approximately 258 km from the Serra da Estrela mountains to its mouth at Figueira da Foz on the Atlantic coast. It passes through Coimbra, one of Portugal's most important historical cities.
The Mondego basin is significant for agriculture, hydroelectric power, and water supply. However, the lower Mondego floodplain is highly vulnerable to flooding, and major flood events have caused extensive damage to Coimbra and surrounding communities. Flood management along the Mondego — including dam operations, levee maintenance, and urban planning — is a recurring policy issue.
The river's management involves coordination between APA (the Portuguese Environment Agency), local municipalities, and the national government, particularly during heavy rainfall events when dam discharge decisions become critical.
The National Authority for Emergency and Civil Protection (Autoridade Nacional de Emergência e Proteção Civil) is Portugal's national agency that plans for, coordinates and leads responses to disasters, including floods, storms and forest fires. It issues weather warnings (for example, orange alerts) and mobilises resources across districts during emergencies.
The DGS (Direção-Geral da Saúde) is Portugal's central public health authority, responsible for setting health policy guidelines, managing vaccination programs, disease surveillance, and public health campaigns. It operates under the Ministry of Health.
The DGS issues clinical guidelines (normas) that health professionals across Portugal follow, manages the national vaccination schedule, coordinates responses to disease outbreaks, and publishes health statistics. It became widely known during the COVID-19 pandemic as the lead agency for public health guidance.
For residents, the DGS is the authoritative source for vaccination schedules, health alerts, and clinical guidance. Its recommendations shape how hospitals and health centers deliver care across the country.
TAP Air Portugal is Portugal’s flag-carrier airline, founded on 14 March 1945 as Transportes Aéreos Portugueses. It began operations in 1946 with Lisbon–Madrid and quickly opened the long “Linha Aérea Imperial” to Angola and Mozambique, symbolically linking mainland Portugal to its overseas territories. TAP entered the jet age in the 1960s, became Europe’s first all‑jet airline in 1967, and rebranded as TAP Air Portugal in 1979. Nationalised after the 1974 Carnation Revolution, it went through cycles of partial privatisation and renationalisation, remaining a strategic state‑controlled company due to its role in connectivity, tourism, exports, and the Portuguese diaspora, especially to Brazil, Africa, and North America. Today TAP operates an all‑Airbus fleet from its Lisbon hub, marketing itself as a bridge between Europe, Africa, and the Americas and as a key economic and symbolic asset for Portugal.
