The suspects allegedly demanded payment from the victim's family to settle an purported debt. This case follows a separate ongoing legal matter involving two National Republican Guard (Guarda Nacional Republicana or GNR) officers from Tavira, who are facing trial for 27 crimes, including extortion and document forgery against immigrants.

Polícia Judiciária

The PJ (Polícia Judiciária) is Portugal's national criminal investigation police agency, founded in 1945. Operating under the Ministry of Justice and supervised by the Public Ministry (prosecutors), the PJ is a "higher criminal police body" specializing in serious and complex crimes. ​ Mission: The PJ assists judicial and prosecuting authorities by investigating terrorism, organized crime, homicide, kidnapping, drug trafficking, corruption, cybercrime, financial crime, and money laundering. It conducts forensic examinations, operates Portugal's Interpol and Europol liaison offices, and maintains specialized units including the National Counterterrorism Unit and National Anti-Corruption Unit. ​ Difference from PSP/GNR: While PSP (civilian urban police) and GNR (military rural police) focus on preventive policing, public order, and investigating minor crimes, the PJ exclusively handles serious crime investigation requiring specialized technical and scientific expertise. PSP and GNR report to the Ministry of Internal Affairs; PJ reports to the Ministry of Justice. PJ officers receive higher pay and prestige but face greater operational risk.

GNR (Guarda Nacional Republicana)

The GNR (Guarda Nacional Republicana) is Portugal's national gendarmerie—a military police force founded in 1911, with origins dating to 1801. With over 22,600 personnel, GNR patrols 94-96% of Portuguese territory, covering rural areas, medium towns, and highways. Members are military personnel subject to military law, responsible for public order, customs, coastal control, environmental protection (SEPNA), firefighting/rescue (GIPS), border control, and ceremonial guards. ​ GNR vs. PSP: The PSP (Polícia de Segurança Pública) is Portugal's civilian police force, covering major cities (Lisbon, Porto, Faro) and large urban areas—only 4% of territory but roughly half the population. PSP handles airport security, diplomatic protection, and private security regulation. Both share core missions (public order, crime prevention), but differ in nature: GNR is military with military training; PSP is civilian with police-focused training.

A sua vida foi determinada por um acaso. Em 1995, um diretor da Caixa Agrícola do Sotavento Algarvio convidou-o para integrar a sua lista como suplente. Um pedido de um amigo para o outro, faltava um nome à última hora e o projeto não avançaria se o detalhe não fosse resolvido. João Barrote aceitou com muitas reticências e apenas na véspera da entrega das listas e das eleições. Passados três meses, uma intervenção do Banco de Portugal levaria à demissão do Presidente da Direção e do Presidente do Conselho Fiscal… e o primeiro suplente era precisamente o João que, sem o antecipar, se viu de repente a presidir ao Conselho de Administração. Do pedido de um amigo à presidência tinham sido poucas semanas, uma coisa do Diabo. Ou de Deus. Nada sabia de bancos, tudo sabia de agricultura. E ainda mais da cultura dos agricultores algarvios. Trabalhava como técnico na Estação Agrária de Tavira, foi-o aliás quase quarenta anos. Aprendeu sobre o dinheiro e sobre a liderança de pessoas e equipas, as decisões eram coletivas, um pressuposto que jurou respeitar até ao último dia. A pouco e pouco, mas sempre com passos firmes e seguros, a Caixa Agrícola foi mudando. Tornou-se mais próxima das pessoas e da população. O altruísmo era uma palavra que trazia da sua vida, um altruísmo que lhe foi fundamental como arma de sedução e confiança com associados e parceiros. Fez várias fusões com caixas que não teriam sobrevivido sozinhas, dizia sempre no fim das reuniões que a união fazia a força. Pensava muito no que fora a sua vida, uma verdadeira aventura que começara simbolicamente com uma mulher de pedra que segura o ventre e olha de frente. Flora era uma escultura feminina trabalhada por Salvador Barata-Feyo, símbolo da flora do Algarve, estátua mesmo em frente à entrada da Estação Agrária de Tavira. Flora representou um tempo, um capítulo importante da história da agricultura algarvia e nacional, e fez parte das estórias de técnicos, agrónomos, jovens e menos jovens agricultores que passaram pela instituição. Flora é a guardiã do conhecimento e do trabalho destes protagonistas, e de uma coleção com mais de 700 referências hortícolas, referências de espécies típicas do pomar tradicional algarvio e de coleções ampelográficas de vinha para vinho e mesa. João Lázaro da Cruz Barrote, nascido em 1948, aluno da Escola dos Regentes Agrícolas de Santarém, tornou-se técnico do posto e Flora foi a sua primeira referência simbólica.Por vezes pensava na sua vida antes do destino lhe bater à porta. Na chegada à Quinta do Galinheiro, em plena lezíria ribatejana, com apenas 13 anos. Os pais tinham emigrado para a Alemanha e decidiram colocá-lo em regime de internato numa escola agrícola de Santarém, a muitos quilómetros de casa. O tio José, que fora também aluno da Escola dos Regentes, levou-o pela primeira vez. Ensinou-lhe as regras da escola e o João tornou-se um “bicho”, nome pelo qual eram conhecidos os caloiros. Já os finalistas, no 5º Ano, eram “veteraníssimos com pasta”. Todos os alunos usavam botins, jaqueta ribatejana de ganga e calças de zuarte. Depois da separação difícil dos pais, João criou amizades e raízes profundas na escola. Nas férias grandes preferia ficar em Santarém do que ir a casa. No dia em que fez o último exame, os colegas rasgaram-lhe a farda, como era tradição no chamado “rasgar da ganga”. João de diploma na mão, levaria no coração a camarada- gem de todos os dias, e o dizer: “Ao alto, ao Alto, Charrua!”Como tantos jovens da sua criação, João foi obrigado a prestar o serviço militar e a participar na Guerra Colonial. Entre a saída de Santarém e a partida para Mafra, começou a namorar Manuela. Quando se apresentou em Mafra para a recruta, não sabia que três meses depois viria um tempo duro, um tremendo impacto com a Guerra Colonial, uma memória da violência, corporalmente inscrita. Embarcou para Bachile, lugar a meio caminho entre Teixeira Pinto e Cacheu. O alferes João Barrote fora chamado a render um outro alferes que morrera no mato. O desconhecido e o horror esperavam-no: o som dos morteiros, os patrulhamentos e emboscadas na mata dos Madeiros e da Caboiana, e tantas situações dramáticas de guerra com o PAIGC e a selva tão ou mais perigosa do que as granadas. Os temporais eram bíblicos, com raios que calcinavam homens. Durante um patrulhamento comandado por si, entrou num campo de minas do Pelundo, pisou uma mina e perdeu uma perna. Ferido e imobilizado, continuou a dar força e a encorajar os seus homens até chegarem reforços que conheciam a sinalização daquele campo de minas. Os militares feridos foram evacuados de helicóptero para a unidade de saúde mais próximos. João foi hospitalizado em Bissau, seguindo depois para Lisboa, para o Hospital Militar Principal e depois para Hamburgo, onde os pais se encontravam emigrados. Apesar da tragédia, Manuela não o desamparou. Casaram-se e acompanhou-o à Alemanha onde os dois se começaram a adaptar a uma prótese.De regresso ao Algarve iniciou um novo capítulo, quase uma nova vida. Em Tavira, como técnico agrícola. Onde ganhou o respeito dos colegas, sobretudo como especialista de horticultura, um grande conhecedor das espécies típicas do pomar tradicional algarvio. Um conhecimento que seria decisivo para a compreensão do garrote que perturbava o crescimento da Caixa Agrícola.O Algarve estava a mudar os seus paradigmas. Depois de 1974, com a abertura dos mercados e o fim do protecionismo, e para ultrapassar a erosão da atividade agrícola, o Algarve abriu-se ao turismo e à construção civil. O Crédito Agrícola estava limitado por não conceder ajudas a estas atividades. Tempos de grande dificuldade em que o único objetivo era a sobrevivência, as coisas só melhoraram quando a legislação mudou em 1991.João Barrote foi Presidente do Conselho de Administração da Caixa durante 22 anos. Saiu em 2017 e não se conseguiu adaptar logo à reforma. Quando saiu, mal dormia. Tinham sido muitos anos de dedicação total à instituição. Afastou-se para esquecer, continua a ser cliente, mas nunca sentiu vontade de visitar a sede. Uma autodefesa, apesar das boas relações que mantém.
