The Mayor of Gaia had proposed a 0.5% increase in IRS, which was approved with votes from PSD, CDS-PP, IL, and Chega. The Liberals backed down in the Municipal Assembly and Menezes conceded.

The measure was approved with the votes in favour from the coalition Por Ti Lisboa (PSD/CDS-PP/IL), the PS, Chega, and the PCP, with abstentions from the BE and Livre. A 5% refund of IRS was approved by majority.
