Green hydrogen project in Sines receives conditional approval

📍 Sines🌱 Environment🚇 Infrastructure#sustainability+2 more

The Portuguese Environment Agency (APA) has granted conditional approval to the GreenH2Atlantic hydrogen project at the former Sines power plant. The project, led by a consortium including EDP and Galp, must ensure that water used for production and cooling is either reused or sourced from the sea.

The APA (Agência Portuguesa do Ambiente) is Portugal's central environmental authority, responsible for environmental policy, climate action, water resources, waste management, and coastal protection. It operates under the Ministry of Environment and Energy.

APA manages Portugal's water resources including river basins, dam operations, and flood risk planning. It monitors air and water quality, oversees waste treatment facilities, manages the national emissions trading scheme, and leads Portugal's climate adaptation strategies.

The agency is particularly prominent during flood events, as it controls dam discharges and coordinates water management across Portugal's major rivers. APA also processes environmental impact assessments and licenses for projects affecting natural resources.

Local businesses and municipal authorities should monitor planning notices and community consultations.

Daniela Silva e Sousa is the General Counsel and Chief Compliance Officer of Start Campus, the company developing the data centre campus in Sines. She spoke to ECO/Advocatus about the project's projected 1.2 GW capacity and the estimated €8.5 billion investment, described as one of the largest foreign private investments in Portugal; investors and those in the energy, construction or local services sectors should follow the project's progress.

The investigation is being led by the Portimão Criminal Investigation Department, and the suspect will now face court to determine coercive measures.

EDP and Galp green hydrogen project in Sines receives favourable opinion from the Environment Agency

📍 Setúbal🌱 Environment💶 Finance#sustainability+1 more

The Portuguese Environment Agency (APA) has issued a favourable environmental impact statement for the Hytlantic green hydrogen project, a consortium including EDP and Galp, as reported by Expresso this Monday, June 8. The authorisation was granted on May 30 but is conditional upon compliance with over a hundred environmental measures imposed on the developers. The project, which will occupy the site of the former Sines coal-fired power plant, includes a 100-megawatt electrolyser with hydrogen production split between the Galp refinery in Sines (30%) and injection into the natural gas grid operated by REN (70%). Conditions include measures to be implemented before, during, and after construction, as well as environmental compensation actions, such as the restoration of at least 58.6 hectares of habitats in the Southwest Alentejo Natural Park. GreenH2Atlantic had already obtained Potential National Interest (PIN) status in September 2022 and received 92 million euros in European funding via Horizon 2020 and the Innovation Fund. The shareholders—which also include Bondalti, Martifer, and Vestas—will now assess the economic viability of the project, with estimated costs exceeding 200 million euros. Meanwhile, Galp's wind farm in Sines has been rejected by the NGO Zero and is awaiting a verdict from the APA.
