2027 State Budget: Closure of RRP cuts European investment in schools to 1.3% of GDP and transfers works to PT2030

The 2027 State Budget proposal reveals a slowdown in public investment due to the end of the Recovery and Resilience Plan (RRP), moving school infrastructure projects to the Portugal 2030 programme and national funding. European-funded public expenditure is set to fall by 2.5 percentage points to 1.3% of GDP. To prevent delays in classroom digitisation, the Government has exempted the purchase of school equipment and computers from prior approval by the Court of Auditors. While aggregate public investment is projected to decline, investment supported solely by national revenue remains stable at 2.2% of GDP. The RRP and Culture: what will remain afterwards?

Some investments are measured by the money spent; others, by the heritage they leave behind. The assessment of the Recovery and Resilience Plan (RRP) in the cultural sector requires us to make this distinction. A total of 330.4 million euros was mobilised for Culture, with 243.2 million allocated to cultural heritage and 87.2 million to cultural networks and digital transition. The figures are significant, with interventions completed in 83 public museums, monuments, and palaces, exceeding the initial target of 81. Over 500 cultural infrastructures were modernised, including more than 300 libraries and reading centres, and over 170 cinema-theatres and contemporary art centres. However, the most lasting transformation may be digitisation, with millions of images and documents digitised alongside 67 virtual tours. While the RRP has left a relevant mark, the true measure of its success will not be the millions spent by 2026, but what we manage to conserve, study, and share by 2036, as culture requires permanent maintenance and specialised staff to avoid falling back into cycles of degradation.
