Foreign property buyers in Lisbon paid 47 percent more on average for homes than domestic buyers, according to recent real estate transaction data. Median home prices across the capital rose 18.4 percent year-on-year despite a decrease in overall sales volumes. Greater Lisbon remains the most expensive real estate market in Portugal, reaching an average of €4,030 per square metre.
Around 145 buyers caught in an alleged real estate fraud scheme in Palmela, Setúbal, are demanding legal reforms to protect down payments made on housing purchases. The victims, who estimate their collective losses at roughly 15 million euros, called on the government to mandate surety insurance (seguro de caução) on promissory purchase agreements (contrato de promessa de compra e venda). The proposed requirement would ensure that home buyers recover their deposits if property developers go bankrupt or abandon construction projects.
Housing prices in Portugal rose 41.5% between 2020 and 2025, marking the highest increase among the 18 European Union countries that saw gains, according to database Pordata. National Statistics Institute (Instituto Nacional de Estatística or INE) figures show median property values in Lisbon and Cascais have climbed past 5,000 euros per square meter, with some Lisbon civil parishes exceeding 7,000 euros. Recent polling by the Francisco Manuel dos Santos Foundation (Fundação Francisco Manuel dos Santos) found that 66% of Portuguese citizens now view housing as the state's main policy priority.
Portugal’s house prices have risen faster than the EU average since 2020, and recent reports list Portugal among the countries with the largest price increases over that period. That stronger price growth has worsened affordability in Lisbon and Porto in particular, so prospective buyers and renters should check local indices and mortgage costs before deciding.

Portugal currently lacks an estimated 300,000 homes to meet residential demand, according to figures from the Bank of Portugal (Banco de Portugal). Central bank governor Álvaro Santos Pereira warned that neither public nor private investment is expanding fast enough to tackle the shortage, following a decade in which Portuguese residential property prices climbed 180%. Real estate executives note that sales volumes are now beginning to moderate after years of rapid expansion fueled by €3.9 billion in foreign investment in 2025.
Álvaro Santos Pereira is a Portuguese economist who served as Minister of Economy from 2011 to 2013. He is a frequent public commentator on economic and public-policy issues and has used X and LinkedIn to call for radical changes to Portugal’s disaster preparedness after recent storms, so residents and policymakers often pay attention to his proposals.

Housing and Infrastructure Minister Miguel Pinto Luz announced that the government is open to reviewing rental legislation with the Socialist Party (Partido Socialista or PS), while Social Democratic Party (Partido Social Democrata or PSD) Vice-President Alexandre Poço confirmed readiness to negotiate complementary housing solutions across party lines. The opening follows calls from President António José Seguro for a broad cross-party agreement between the PSD-led government and opposition parties. Speaking in Lisbon, Seguro warned that the country faces a severe housing shortage that requires political cooperation rather than impasse as nationwide debates and protests intensify.
António José Martins Seguro (born March 11, 1962, in Penamacor) is a lawyer, political scientist, and the current President of the Portuguese Republic, inaugurated on March 9, 2026 after winning the two-round presidential election in January–February 2026.
Career: He led Socialist Youth (1990–1994), served as MEP (1999–2001), was Minister Adjunct to PM António Guterres (2001–2002), and led the PS parliamentary group (2004–2005). Elected PS Secretary-General in 2011 with 68%, he led the opposition during Portugal's bailout era. In 2014, António Costa defeated him in party primaries by a landslide, prompting Seguro's resignation and a decade-long retreat from politics. He returned in 2025, launching the movement UPortugal and announcing his presidential candidacy in June. He received official PS backing in October 2025 and won the presidency in February 2026.
Political philosophy: Seguro positions himself as representing a "modern and moderate" left, advocating financial responsibility while opposing austerity. As President, he has emphasized institutional trust, efficient governance, and a collaborative relationship with the government while maintaining rigorous constitutional oversight.
The Social Democratic Party ('Partido Social Democrata' or 'PSD') is a liberal-conservative political party in Portugal that is the leading partner of the The Democratic Alliance (AD) which is the country's ruling party, with Prime Minister Luís Montenegro.
The Social Democratic Party, despite its name, occupies the centre-right of Portugal's political spectrum. Luís Montenegro, who became Prime Minister in April 2024, leads Portugal's current minority government. The PSD has been one of Portugal's two dominant parties since 1974, having formed nine governments including four with absolute majorities. Montenegro, a former party leader from 1996-1999, was elected with the highest approval rating among party leaders at 10.7 points out of 20.
The Democratic Alliance is a centre-right coalition that includes the smaller CDS – People's Party, a Christian democratic party that has historically been the PSD's coalition partner. Together, they govern without a parliamentary majority, requiring case-by-case support from opposition parties to pass legislation.
Socialist Party (PS)
Portugal's other traditional major party suffered a historic collapse in the 2025 election, dropping from 78 to 58 seats and falling to third place for the first time in democratic history. The party was led by Pedro Nuno Santos from January 2024 until his resignation following the May 2025 defeat. José Luís Carneiro, a 53-year-old former Minister of Internal Administration known for his moderate positioning within the party, was elected unopposed as the new Secretary-General with 95% of votes in June 2025. The Socialist Party governed Portugal from 2015 to 2024, including an absolute majority from 2022 to 2024 under António Costa, who resigned in November 2023 amid a corruption investigation. The PS previously led the innovative "Geringonça" (contraption) coalition government from 2015-2019, a minority government supported by the Left Bloc and Portuguese Communist Party that reversed austerity measures and presided over economic recovery.

The data highlights the continued pressure on the Portuguese property market despite international shifts.
Foreign direct investment in Portugal reached 6.7 billion euros in the first half of 2026, according to data from the Bank of Portugal (Banco de Portugal). While total investment recovered, foreign interest in real estate slowed to 1.7 billion euros, a decrease from the 1.9 billion euros recorded during the same period in 2025.

Since becoming Governor of Banco de Portugal in 2020, he sits on the ECB's Governing Council and oversees Portuguese banking supervision and financial stability.
A report by the real estate consultancy CBRE reveals that existing public and private student residences in Portugal provide housing for only 12% of displaced and international students. With approximately 28,000 beds available for a population of over 227,000 students, the country faces a structural deficit of 119,000 beds. This shortage continues to impact the accessibility of higher education for students living away from home.
A significant shortage of student accommodation persists in Portugal, with an estimated deficit of 119,000 beds for university students. Despite recent efforts to increase supply, experts emphasize that both public and private sectors must intensify their efforts to meet the growing demand for housing.
The Tax and Customs Authority (Autoridade Tributária e Aduaneira or AT) has issued a binding ruling stating that taxpayers who use their primary residence as a workplace may lose eligibility for capital gains tax exemptions. This applies even if the proceeds from a home sale are reinvested into the purchase of another primary and permanent residence.
Parliament has approved new legislation allowing the government to create a special regime for undivided inheritances to reduce long-running legal disputes. Housing Minister Miguel Pinto Luz stated the measure aims to increase housing availability by allowing a single heir to initiate the sale of inherited property in specific cases.
Miguel Pinto Luz is Portugal’s Minister of Infrastructure and Housing and a senior figure in the PSD. His portfolio covers roads, rail (including the Lisbon–Porto high-speed line), airports and housing policy. Before joining the government he was deputy mayor of Cascais.
Minister of Infrastructure and Housing Miguel Pinto Luz stated that all construction permits issued during his time as deputy mayor of Cascais were legal and transparent. The Portuguese housing market saw a 7% increase in home sales during the second quarter, with 39,210 units transacted. This growth marks a reversal from the first quarter's decline, which experts attribute to the stabilization of Euribor interest rates.
Euribor (Euro Interbank Offered Rate) is the benchmark interest rate at which major European banks lend to each other. It directly affects most variable-rate mortgages in Portugal, where the vast majority of home loans are indexed to 3-month, 6-month, or 12-month Euribor rates.
When Euribor rises, monthly mortgage payments increase at the next review date; when it falls, payments decrease. The European Central Bank's (ECB) monetary policy decisions are the primary driver of Euribor movements — rate hikes push Euribor up, while cuts bring it down.
Euribor peaked above 4% in late 2023 after aggressive ECB tightening, then gradually declined through 2024–2025 as the ECB began cutting rates. Portuguese homeowners with variable-rate mortgages should track Euribor trends and their mortgage review dates to anticipate payment changes.
Portugal's housing market reached a record median price of 2,337 euros per square metre in the first quarter of 2026. While prices continue to climb, data shows significant regional variation, with Castelo Branco and Vila Real offering the highest rental yields at 8.1%, compared to just 4.3% in Lisbon.
Data from the National Statistics Institute (Instituto Nacional de Estatística or INE) shows that the median house price in Portugal reached 2,337 euros per square meter in the first quarter of 2026. This represents an increase of nearly 20 percent compared to the same period last year. Market analysts note that foreign investment continues to drive prices upward, particularly in the Lisbon region.
The INE housing price index (Índice de Preços da Habitação) tracks changes in residential property transaction prices across Portugal, published quarterly by the National Statistics Institute (INE). It covers both new and existing dwellings and breaks data down by region, property type, and buyer nationality.
The index is a key reference for policymakers debating housing affordability measures, for lenders assessing mortgage risk, and for buyers and investors tracking market trends. It has shown sustained price growth since 2015, with particularly sharp increases in Lisbon, Porto, and the Algarve driven by international demand, tourism, and housing shortages.
Related INE publications include monthly housing transaction data, rental indices, and construction statistics. Together, they provide the most comprehensive picture of Portugal's property market.

Parliament has passed legislation designed to unlock thousands of inherited properties currently tied up in family disputes. The new law enables a single heir to force the sale of a property, a move intended to increase the housing supply and resolve long-standing legal impasses.
A government proposal to reform the management of undivided inheritances (heranças indivisas) has been approved in committee. The new rules allow a single heir, a surviving spouse, or an executor to unlock the sale of inherited properties, aiming to reduce legal delays.

The Socialist Party (Partido Socialista or PS) has accused the government of acting as an 'inverted real estate agent' by selling state-owned properties below market value. The PS is seeking parliamentary explanations from the Minister of Housing and the president of Estamo, the public company responsible for managing state assets. The government maintains that all sales were based on independent external appraisals, with final prices exceeding initial base values by nearly 22%.
Health cards are private membership or discount schemes sold by companies that offer access to consultations, tests or reduced fees at private clinics; they are not the public health service. The Socialist Party (Partido Socialista or PS) has proposed regulation to increase transparency and protect consumers from misleading marketing or unexpected charges.
Estamo (Estamo, Participações Imobiliárias, S.A.) is a state-owned company responsible for managing and selling real estate assets belonging to the Portuguese government. It acts as a real estate vehicle to monetize public property, often through public tenders or direct sales to private investors.

António Luís Santos da Costa (born July 17, 1961, in Lisbon) is a Portuguese lawyer and Socialist politician who served as Prime Minister of Portugal from 2015-2024 and currently serves as President of the European Council since December 1, 2024. After leading the Lisbon Municipal Assembly and practicing law, he was elected MEP (2004-2005) and entered parliament in 2002. He led the Socialist Party from 2014-2024, building unprecedented parliamentary coalitions with the Communist Party and Left Bloc (2015-2019) before winning an absolute majority in 2022. He resigned as PM in November 2023 following a corruption investigation, though subsequently cleared. The 27 EU member states elected him Council President in June 2024, making him the fourth full-time President and the first southern European socialist in that role.
Political Philosophy:
Costa represents moderate European social democracy, combining orthodox fiscal responsibility with progressive social investment. He prioritizes European integration, consensus-building, and pragmatic compromise over ideological confrontation. As Council President, he champions mediation between member states, improved EU inter-institutional relations, shorter decision-making processes, and regular visits to every EU capital to reconnect citizens with European institutions. His approach emphasizes "creative bridges" reconciling divergent interests while maintaining firmness on European values, particularly regarding Ukraine.
Housing prices in Portugal continue to climb, with the average cost of a home reaching 242,399 euros in 2025. While the market for used properties remains dominant, new construction has surpassed 300,000 euros on average, representing a strategic but premium segment of the real estate market.

Portugal's real estate market saw a historic milestone at the end of 2025, with house prices rising by 18.9% year-on-year in the fourth quarter. According to the National Institute of Statistics (Instituto Nacional de Estatística or INE), the average annual growth reached 17.6%, with sales transactions approaching 170,000 units. Despite this record appreciation, bank valuation data from early 2026 suggests the market remains on a strong upward trajectory.
INE (Instituto Nacional de Estatística) is Portugal's official statistics office, responsible for collecting, processing, and publishing data on the economy, population, housing, employment, inflation, and social conditions.
Key INE publications include the Consumer Price Index (CPI), quarterly GDP figures, housing price indices, census data, and labor market statistics. These figures are widely used by policymakers, journalists, lenders, and international organizations to assess Portugal's economic and social trends.
INE data is publicly available at ine.pt, where users can access databases, press releases, and interactive tools covering everything from property prices to demographic shifts.
The government has submitted a legislative proposal to Parliament aimed at resolving issues with undivided inheritances (heranças indivisas). If approved, the law would allow a single heir, a spouse married under a community of property regime, or an executor to unlock the sale of inherited properties. The initiative is part of a broader effort to increase housing supply in the market.
Data from the European statistical office, Eurostat, shows that Portugal led the eurozone in housing price growth during 2025. Property prices in the country rose by 17.6% over the year, marking the highest increase among all member states in the currency bloc.
The government approved reforms to succession law to prevent properties from being stuck in undivided inheritances (heranças indivisas). Under the new rules, a single heir can initiate a sale after a two-year deadlock, and the deadline to accept an inheritance will drop from ten years to two. Property owners and heirs should note these changes aim to increase housing supply by resolving long-standing family disputes.
The government is preparing changes to housing policy that would allow one heir to force the sale of an inherited property even if others disagree. The plan also includes measures to accelerate evictions for non-compliance to encourage more owners to put houses on the rental market. While the government is ending the previous policy of forced leasing (arrendamento forçado), critics argue the new “forced selling” measure is equally controversial. Property owners and heirs should be aware of these upcoming legal shifts.
Complaints regarding real estate mediation (mediação imobiliária) reached a historic high in 2025, driven by issues with property reservations and customer service. Many disputes involve the promissory purchase and sale agreement (Contrato de Promessa de Compra e Venda or CPCV). Those seeking housing should be aware of their rights when dealing with agents and ensure all reservation payments are properly documented.
Correio da Manhã reports a real-estate businessman has been charged with 52 counts of qualified fraud, an allegation known in Portuguese as burla qualificada. The case is under criminal investigation and may affect buyers and partners connected to the developments involved. Those with ongoing transactions or contracts linked to the suspect should seek legal advice and monitor court filings for updates.
Qualified fraud (burla qualificada) is a more serious form of fraud under Portuguese law that involves aggravating factors like organized schemes, use of false documents or causing large financial losses. It carries heavier criminal penalties than simple fraud and is usually investigated by the Polícia Judiciária; victims can pursue criminal charges and civil compensation.
Data through Q3 2025 show Portugal's median house price reached €2,111/m², a 16.1% year‑on‑year rise, with transaction volumes up about 4%. Foreign buyers paid a noticeable premium (€2,889/m² versus €2,083/m² for national buyers), and the biggest regional growth was in Terras de Trás‑os‑Montes (+34.3%). Buyers, sellers and landlords should factor higher valuations and regional differences into budgets and tax planning; mortgage seekers may face tighter affordability. Those looking to buy should check local market reports and mortgage offers before committing.

Savills data cited by Dinheiro Vivo and ECO shows Lisbon’s luxury residential market rose about 4.4% last year and could increase between roughly 4% and 5.9% in 2026. The consultancy ranks Lisbon among the top five global cities with high appreciation potential next year, alongside Seoul, Tokyo, Madrid and Cape Town. Buyers, investors and landlords in the capital should factor continued price growth into purchase timing and rental pricing decisions.
Correio da Manhã reports the sale of assets linked to GES generated €149 million. The transaction is presented as a recovery of value from assets tied to the group's past difficulties; reporting focuses on the cash raised rather than buyer details. Business observers and creditors should watch for follow-on sales or announcements that affect creditor positions or local markets.
GES refers to Grupo Espírito Santo, a large Portuguese banking and industrial group whose collapse in 2014 led to prolonged insolvency proceedings and the sale of assets to repay creditors. Recent reports that the sale of GES assets raised about €149 million matter to creditors, investors and anyone monitoring corporate restructurings or property sales in Portugal.
