The Minister for Environment and Energy, Maria da Graça Carvalho, confirmed that beaches are public and that bathers are permitted to place their parasols in front of concessions. While consumer protection association DECO PROteste supports this stance, concessionaires express confusion, noting that they were previously following mandatory signage and local regulations. Some operators fear the clarification will impact their business, while others, such as the Northern Beach Concessionaires Association, believe the issue is overstated and that coexistence on beaches has historically been healthy.
