Tax authority clarifies young person's property tax exemption

🏠 Property 💶 Finance#imt-exemption+2 more

The Tax and Customs Authority (AT) has clarified that couples can maintain their young person's Municipal Property Transfer Tax (IMT) exemption if they move to a new home due to the birth of a child. The ruling specifies that the exemption remains valid as long as the original property continues to be used for housing purposes.

The property transfer tax (Imposto Municipal sobre Transmissões Onerosas de Imóveis), commonly called IMT, is a one‑off tax paid when you buy real estate in Portugal and its rate depends on the property’s price and type. The exemption referenced by the finance minister lowers upfront costs for eligible young buyers, making it an important affordability measure for people trying to enter the housing market.

The state-owned bank Caixa Geral de Depósitos (CGD) recorded a profit of 913 million euros in the first half of 2026, a 2.2% increase compared to the same period last year. CEO Paulo Macedo noted that the bank has provided 2.5 billion euros in loans to young people under the state guarantee scheme since January 2025. Caixa Geral de Depósitos is Portugal’s largest state-owned bank and a major retail and corporate lender. In 2025 it posted a 10% profit increase — helped by selling its stake in Águas de Portugal — and will pay a €1.25 billion dividend to the State, which can affect public finances and confidence in the banking sector.
