Latest news and stories about energy policy in environment in Portugal for expats and residents.
Minister of Environment and Energy Maria da Graça Carvalho stated that a proposed submarine electricity cable between Portugal and Morocco will only proceed if private or European Union funding is secured. The project remains in the discussion phase as the government seeks alternatives to strengthen national energy security.
Prime Minister Luís Montenegro is attending a European Council (Conselho Europeu) summit in Brussels to advocate for a 'guiding framework' for energy crises. The proposal includes triggering crisis management mechanisms or allowing exceptional state aid to protect consumers and businesses from price volatility. Residents should note that the summit is also expected to address geopolitical tensions in the Middle East and funding for Ukraine.
The European Council (Conselho Europeu) brings together EU heads of state or government to set the bloc’s overall political direction and priorities; it does not adopt ordinary legislation. Its president, Charles Michel, has chaired meetings since December 2019, and the Council’s political endorsement is important for major trade and investment deals, so those following EU policy should note its stance on agreements like the EU–Mercosur deal.
Minister of Environment and Energy Maria da Graça Carvalho has dismissed the possibility of investing in nuclear energy (energia nuclear), despite new European Union funding for the sector. Carvalho argued that Portugal should remain focused on its high potential for renewable energy (energias renováveis) like solar and wind. Residents should note that while other European nations seek nuclear solutions, Portugal will prioritize its existing green energy strategy.
Maria da Graça Carvalho (born 1955) is a Portuguese engineer and politician serving as Minister of Environment and Energy in the AD government. She holds a PhD in mechanical engineering and had a distinguished academic career at Instituto Superior Técnico, specializing in energy systems and building physics.
She served as a Member of the European Parliament (2009–2024), where she focused on research policy, innovation funding (Horizon 2020/Europe), and energy policy. Before entering politics, she was a scientific advisor to European Commission President José Manuel Barroso.
As Environment Minister, she oversees Portugal's energy transition, renewable energy expansion, water resources management, climate adaptation, and environmental regulation — portfolios that are central to issues like wildfire prevention, coastal erosion, and meeting EU climate targets.
The Ministry of Environment and Energy has opened a €60 million support fund from the Recovery and Resilience Plan (Plano de Recuperação e Resiliência or PRR) to improve the flexibility and security of the public electrical grid. The funding is targeted at private companies for the installation of energy storage systems to support renewable energy integration. Business owners in the renewable sector should note that this coincides with a broader European strategy to attract private capital for clean energy.
The PRR (Plano de Recuperação e Resiliência) is Portugal's national program under the EU's NextGenerationEU recovery fund, worth approximately €22.2 billion — roughly €16.6 billion in grants plus €5.6 billion in loans. Approved in 2021, it funds reforms and investments across housing, digital transition, climate action, healthcare, and public administration.
Payments from the European Commission are tied to specific milestones and targets. Missed deadlines or incomplete reforms can delay disbursements, affecting public works, infrastructure projects, and social programs that depend on PRR funding.
The PRR is one of the largest investment programs in Portugal's recent history and touches areas from affordable housing construction to hospital modernization, school renovation, and green energy transition. Progress is monitored by the European Commission through regular reviews.
G7 finance ministers, including Portugal's Joaquim Miranda Sarmento, decided not to release strategic oil reserves despite prices rising near $120 per barrel due to Middle East tensions. Sarmento warned that releasing limited reserves would only provide temporary relief and should be saved for actual emergency supply disruptions. Portugal currently maintains reserves covering approximately 90 days of consumption, which the government views as a vital buffer against total supply failure. Drivers and residents should be aware that fuel prices may remain volatile as international markets react to the closure of the Strait of Hormuz.
Update: Diesel prices see historic 20-cent daily surge
Fuel prices in Portugal experienced a significant jump this Monday, with diesel (gasóleo) increasing by 20 cents per litre, surpassing the price of petrol for the first time since 2022. While Brent crude prices fluctuated wildly, touching $119 before closing near $99, the immediate impact at Portuguese pumps reflects the high volatility in global energy markets.
Joaquim Miranda Sarmento is Portugal's Finance Minister in the AD government led by Luís Montenegro. An economist and professor at ISEG (Lisbon School of Economics & Management), he served as PSD parliamentary group leader before joining the government.
As Finance Minister, he oversees the state budget, tax policy, public debt management, and fiscal relations with the EU. His decisions on tax brackets, IRS withholding tables, housing incentives, and public spending directly affect residents' cost of living and investment climate.
