The PTRR is Portugal's Transformation, Recovery and Resilience plan, the national programme that channels EU recovery funding (NextGenerationEU) into investments and reforms after the COVID-19 shock. It totals about €16.6 billion in grants plus €2.7 billion in loans (≈€19.3 billion) and runs mainly from 2021–2026, financing projects in green transition, digitalisation and social infrastructure that affect public spending and investment decisions expats may notice in housing, transport and services.

The PRR (Plano de Recuperação e Resiliência) is Portugal's national program under the EU's NextGenerationEU recovery fund, worth approximately €22.2 billion — roughly €16.6 billion in grants plus €5.6 billion in loans. The Recovery and Resilience Plan (RRP) was born in an exceptional moment, aiming to make European economies more resilient and competitive. The question remains whether Portugal used this instrument to structurally transform its economy or merely to fund important investments that failed to alter the country's growth model. While the RRP enabled significant progress in health, housing, and science, critics argue that the initial design, led by the former government under Costa, focused on fund distribution rather than a bold shift in the economic model. Although the current government has attempted to reprogram the plan to focus on higher-impact sectors like innovation and technology, missed opportunities in reindustrialisation and high-skilled job creation persist. Ultimately, the success of such European funding should be measured by its long-term impact on productivity and wealth creation rather than just the execution of expenditure.
