After more than a year, a decision has been reached in what may be one of the final chapters of one of the longest sagas in Portuguese corporate history. Lufthansa has been chosen to acquire a minority stake in TAP, in an operation that could reach 49.9% of the airline, as the state retains 50.1% of the capital, with 5% reserved for employees. Initially, Lufthansa will hold 44.9%, with the option to reach 49.9% should employees not subscribe to their full allocation, as the group holds right of first refusal. On Thursday, October 15th, Lufthansa executives indicated to investors that they are prepared to take a majority position if the opportunity arises. This brings closer the end of a long-running saga that has cost taxpayers significantly since at least 2015, spanning multiple governments from Pedro Passos Coelho to António Costa. While the government guarantees that the move will be positive—citing requirements such as maintaining staff, strategic market connections, and the Lisbon hub—the sale continues to divide public opinion. Nonetheless, Lufthansa brings significant experience and capital, having successfully repaid its own pandemic-era state bailouts in full within 17 months, in contrast to the non-repayable support received by TAP.

However, ANJE calls for additional measures, suggesting that the State should actively act as a first customer for innovative solutions, allowing startups to validate products and services by meeting the needs of Public Administration. The association also urges the reduction of licensing and payment delays, the elimination of redundant obligations, and the creation of a more favorable tax framework for risk investment.
