Prime Minister criticises those who engage in 'lip-service reformism'

📍 Viana do Castelo🏛️ Government💼 Work#labour-law+3 more

Prime Minister Luís Montenegro used his closing speech at the PSD Parliamentary Days to attack those who only pay lip service to reform, arguing that 'action-oriented reformism is not for everyone.' While implicitly addressing criticisms from Passos Coelho, Montenegro focused his remarks on the opposition and social partners, accusing them of demanding change without having the courage to implement it. He specifically called for labour law reforms to boost Portugal's competitiveness and productivity, citing the country's poor ranking in OECD labour rigidity studies. Despite opposition from Chega and the PS, Montenegro expressed optimism about reaching parliamentary agreements and announced further meetings with social partners to discuss labour legislation. The event also covered topics such as the impact of international tensions on fuel prices, the PTRR transformation project, and the effects of digital environments on children.

PSD leader defends "quiet change" in immigration and nationality laws

📍 Caminha🏛️ Government🛂 Immigration#government-policy+2 more

Hugo Soares, the parliamentary leader of the Social Democratic Party (Partido Social Democrata or PSD), has defended the government’s approach to immigration as a “quiet change” that avoids ideological extremes. Soares challenged the Socialist Party (Partido Socialista) and Chega to reach a consensus on revisions to the Nationality Law (Lei da Nacionalidade). Visa holders should note that the government aims to position itself in the “moderate centre” while tightening certain regulations.

Hugo Soares is the PSD parliamentary leader, as noted during a recent biweekly debate. He warned the PSD will pursue all available measures if it believes an amendment to the lay-off decree-law approved by the opposition violates the law, which matters for workers and employers following labour-rule changes.

Rui Rio is a centre‑right politician who served as mayor of Porto from 2002 to 2013 and led the Social Democratic Party (Partido Social Democrata) from 2018 to 2022. Known for moderate and fiscally cautious positions, he remains an influential voice in PSD debates and national politics, so journalists and party members often cite his views.

Chega

Chega ("Enough") is a Portuguese far-right populist party founded in 2019 by André Ventura. It positions itself as an anti-establishment movement against what it calls a "rotten and corrupt system" of PS-PSD dominance. The party surged from 1.3% in 2019 to 22.8% in May 2025, becoming parliament's second-largest force with 60 seats. Chega's core platform emphasizes strict immigration control—ending automatic CPLP residency, deporting non-independent immigrants, implementing job-market quotas, and requiring five-year social security contributions before benefit access. It advocates radical constitutional reform, including reducing parliament to 100 members, abolishing the prime minister position for a presidential system, and dismantling public healthcare. Law-and-order policies include life imprisonment and chemical castration proposals.

The party is defined by inflammatory anti-Romani rhetoric, with Ventura convicted multiple times for discrimination. Chega maintains international alignments with European far-right figures including Marine Le Pen, Santiago Abascal, and Matteo Salvini. Mainstream Portuguese parties, including Prime Minister Luís Montenegro's government, have imposed a cordon sanitaire, refusing coalition with Chega despite its parliamentary strength.

Hugo Soares says he "does not mind" being seen as a "right-wing populist" over immigration regulation

📍 Viana do Castelo🏛️ Government🛂 Immigration#immigration-policy+2 more

The PSD parliamentary leader argued that the Government has been carrying out a “quiet change” for two years, with the “support of the Portuguese people,” which he described as “devoid of ideology,” neither left nor right. Hugo Soares was speaking at the opening of the PSD parliamentary sessions in Caminha, attended by the Minister of Parliamentary Affairs, Carlos Abreu Amorim. The PSD official noted that today marks two years since the victory that returned the party to government, highlighting progress in health, education, and housing. Addressing recent criticisms from former Prime Minister Pedro Passos Coelho, Soares maintained that the current executive's reforms have public backing. He stated that if he is called a “dangerous leftist” for increasing social support for the elderly or a “right-wing populist” for regulating immigration, he does not mind. The government is also shifting its migration strategy by increasing visas issued at consulates while reducing applications made within the country.
