Elections & Voting – Portugal FAQs for Expats

Question 1

What is the CNE?

Accepted Answer

The CNE (*Comissão Nacional de Eleições*) is Portugal's independent electoral commission, responsible for overseeing the fairness and legality of elections and referendums. It ensures compliance with electoral law, regulates campaign finance and media coverage, and handles electoral complaints.

The CNE publishes official turnout figures and certified results after each election. It also provides guidance on voter registration, overseas voting, and the rights of EU citizens to vote in local and European elections in Portugal.

During election periods, the CNE is the authoritative source for verified information on candidates, campaign spending, and electoral procedures. Its decisions can be appealed to the Constitutional Court.

Question 2

What is the second round in a Portuguese Presidential election?

Accepted Answer

The second round (*segunda volta*) is a runoff held if no candidate wins more than 50% of the vote in the first round of a Portuguese presidential election. Only the top two candidates advance to the runoff, which takes place 21 days after the first round.

Portugal's Constitution requires an absolute majority for the presidency, making runoffs a possibility whenever the field is fragmented. In practice, most Portuguese presidential elections since 1976 have been decided in the first round — the only runoff to date was in 1986, when Mário Soares defeated Diogo Freitas do Amaral.

The 2026 presidential election went to a second round for only the second time in democratic history, with António José Seguro and Henrique Gouveia e Melo advancing from a crowded first-round field. Second-round dynamics often differ significantly from the first round, as voters consolidate behind two candidates and tactical considerations become paramount.

Question 3

What is tactical voting?

Accepted Answer

Tactical voting (*voto útil*) means choosing a candidate or party other than your first preference in order to achieve a strategic outcome — for example, concentrating support to ensure a preferred candidate reaches a second-round runoff, or to prevent a disliked candidate from winning.

In Portugal, tactical voting is particularly relevant in presidential elections (where a two-round system is used) and in legislative elections (where proportional representation means small parties can lose votes to threshold effects in smaller districts).

Party leaders frequently urge tactical voting during campaigns, asking supporters of allied or similar parties to consolidate behind the strongest candidate to maximize seat counts or prevent rivals from gaining ground.

Question 4

How does a presidential second round work in Portugal and why should expats care?

Accepted Answer

If no candidate wins over 50% of votes in the first round, Portugal holds a second-round runoff between the top two candidates to decide the winner. Expats with voting rights should be aware of the schedule and registration rules because the runoff can change strategic choices and the eventual president has powers such as veto and the ability to dissolve parliament.

Question 5

What is abstention in elections and why does a falling rate matter?

Accepted Answer

Abstention is when eligible voters choose not to vote; it is usually reported as the percentage of registered voters who do not cast a ballot. A falling abstention rate can change electoral outcomes and boost the perceived legitimacy of the result, so a predicted drop — including among younger voters — matters for how parties and candidates plan campaigning and turnout efforts.

Question 6

What is advance voting?

Accepted Answer

Advance voting lets people cast their ballot before official election day and in Portugal is called *voto antecipado*. It can involve fixed advance polling stations or mobile teams that visit communities, and election officials can change or relocate those sites for safety—which is why mobile advance voting locations were moved in six municipalities after Storm Kristin.

Question 7

What is early voting?

Accepted Answer

Early voting (*voto antecipado*) lets registered voters cast their ballot before the official election day; in this presidential run-off those who register will vote on 1 February at special ballot boxes. Registration is done online at www.votoantecipado.pt and closes on Thursday, 29 January 2026.

Question 8

What is remote voting?

Accepted Answer

Remote voting means casting a ballot without being physically present at a polling station, using methods such as postal ballots, proxy voting or internet/telephone systems. In the current presidential vote context many Portuguese abroad had to travel to consulates because remote options weren’t available, so voters living overseas should check well before election day which methods (if any) apply to them and how to register.

Question 9

What is the electoral register and why does the final number matter for the 18 January election?

Accepted Answer

The electoral register (Portuguese: *recenseamento eleitoral*) is the official list of people eligible to vote in Portugal; the final update showed 11,039,672 registered voters for the 18 January election, 174,662 more than in the 2021 presidential election. That number matters because it determines turnout percentages, seat calculations and whether campaigns target domestic versus overseas voters — expats need to check their registration status if they plan to vote from abroad.

Question 10

What is the National Elections Commission?

Accepted Answer

The National Elections Commission (*Comissão Nacional de Eleições*) is an independent body that oversees the legality and fairness of elections in Portugal, including voter registration, campaign rules and publication of official results. It also monitors campaign finance and can issue opinions or sanctions, so its decisions affect how polling places and voting are organised locally.

Question 11

What does it mean for a candidate to reach the presidential second round in Portugal's two‑round system?

Accepted Answer

Reaching the second round means no candidate obtained an absolute majority (>50%) in the first ballot, so the top two candidates face a runoff to decide the winner, usually a few weeks later. For expats following a campaign, the runoff intensifies media attention and often forces candidates to broaden appeal to voters who supported eliminated candidates in the first round.
