Maria da Graça Carvalho explains that when fuel prices rise by 10 cents, “a discount is applied corresponding to the VAT value that the State collects from that increase.” The minister points out that “it is not the Government that decides what the value is. The Government can decide later on the issue of ISP discounts.”
