Government: Social security news in Portugal

Foreign citizens account for less than 4 percent of all people receiving the Social Inclusion Income (Rendimento Social de Inserção or RSI), according to government figures presented to parliament. Speaking during budget hearings on Monday, Secretary of State for Social Security Filipa Lima reported that 96 out of every 100 recipients are Portuguese nationals. Lima rejected claims that foreign residents place a heavy financial burden on the state's welfare system.

A government-appointed working group has concluded that the Social Security (Segurança Social) system faces a deficit, sparking debate over potential future reforms. Critics, including former officials and the Communist Party (Partido Comunista Português or PCP), argue that the proposed model could lead to lower pensions and accuse the government of manufacturing panic to justify future privatization.

The government reported that efforts to combat social security fraud saved 76.5 million euros during the first eight months of 2026. Minister of Labour, Solidarity and Social Security Maria do Rosário Palma Ramalho stated that the savings resulted from improved data cross-referencing, automation, and the implementation of proof-of-life (prova de vida) checks to identify irregularities.

The General Confederation of Portuguese Workers (Confederação Geral dos Trabalhadores Portugueses or CGTP) is demanding the removal of unemployment social subsidies from the Single Social Benefit (Prestação Social Única or PSU). The union argues that integrating these benefits into the non-contributory PSU reduces the duration and value of support, leaving unemployed workers more unprotected.

A working group for Social Security (Segurança Social) reform has released a final report suggesting a shift toward complementary social protection systems. The proposal has drawn sharp criticism from left-wing parties, including the Portuguese Communist Party (Partido Comunista Português or PCP), which warned against any moves toward privatization.

The National Union of Higher Education (Sindicato Nacional do Ensino Superior or SNESup) has expressed concern after data showed that students from the lowest income bracket represent only 3% of placements in the first phase of university admissions. While the total number of placed students increased, union president José Moreira warned that socioeconomic barriers continue to limit access to competitive courses.

Livre, the PCP, and the Left Bloc (BE) have forced a parliamentary review of the decree creating the Single Social Benefit (PSU). The parties argue the government's measure fails to meet promises that no one would be harmed and may worsen poverty, with the PCP considering a request to repeal the legislation entirely.

Minister of the Presidency António Leitão Amaro has confirmed that the government will not pursue structural reforms to the Social Security system during the current legislative term. The government maintains that any such changes require prior electoral debate, effectively closing the door on proposals to lower the retirement age. This stance follows pressure from opposition parties, including the Socialist Party (Partido Socialista or PS) and Chega, regarding the sustainability of the public pension system.

A government-commissioned working group has released a report on the sustainability of the Social Security system, recommending the removal of pension update brackets and warning that current rules encourage income under-reporting. While the Iniciativa Liberal (IL) party argues the findings confirm the need for immediate structural reform, the PS has criticized the report as biased, and the Confederation of Portuguese Business (CIP) has called for a debate free from ideological constraints.

The working group created by the government to study the sustainability of Social Security has concluded that the system is in deficit.

The Left Bloc (Bloco de Esquerda or BE), the Portuguese Communist Party (Partido Comunista Português or PCP), and Livre have secured enough signatures to force a parliamentary review of the new Single Social Benefit (Prestação Social Única or PSU). These parties argue the new decree-law may negatively impact social protection for vulnerable families and the elderly.

The government has published a decree-law to consolidate several non-contributory benefits, including the Social Integration Income (Rendimento Social de Inserção or RSI) and various disability and survivor pensions, into a new Single Social Benefit (Prestação Social Única or PSU). The reform aims to streamline support while guaranteeing that current beneficiaries maintain their existing payment levels.

The Union of Health, Solidarity and Social Security Workers (Sindicato dos Trabalhadores da Saúde, Solidariedade e Segurança Social or STSSS) has accused Prime Minister Luís Montenegro of misleading the public regarding the Single Social Benefit (Prestação Social Única or PSU). The union claims that several benefits are facing significant cuts, which it deems unacceptable. The STSSS expressed astonishment at the decisions recently approved by the Council of Ministers.

President of the Republic António José Seguro has promulgated the legislative authorization for the government to create the Single Social Benefit (Prestação Social Única or PSU). This new system aims to consolidate 13 different social benefits into one. The measure passed in parliament with support from the Social Democratic Party (Partido Social Democrata or PSD) and the CDS – People's Party (CDS – Partido Popular or CDS-PP), while the Socialist Party (Partido Socialista or PS) and the Liberal Initiative (Iniciativa Liberal or IL) abstained.

Starting in late July, immigrants regularizing their status at the Agência para a Integração, Migrações e Asilo (AIMA) will be automatically assigned a Social Security identification number (Número de Identificação da Segurança Social or NISS). This measure is part of a broader digital transformation program aimed at streamlining bureaucratic processes and reducing the need for in-person visits to government offices.

The Ministry of Labour, Solidarity and Social Security has received the final report from an expert working group regarding the long-term sustainability of the Social Security system. Led by economist Jorge Bravo, the review was originally scheduled for January but was delayed until June 30. The document is currently undergoing final edits before potential publication.

The Social Security Institute (Instituto da Segurança Social or ISS) has suspended disability pension payments to 182 beneficiaries following an audit and a criminal investigation in Benavente. Authorities suspect a fraudulent scheme involving medical professionals who allegedly validated false disability claims, potentially saving the state 18.5 million euros. The Judicial Police (Polícia Judiciária or PJ) has launched an operation into the case, which reportedly involves several doctors.

The Secretary of State for Social Security announced a structural review of the family allowance system aimed at reducing poverty. As part of this initiative, the government will extend automatic benefit payments to include single-parent families, foreign nationals, and separated parents. This policy change is part of a broader effort to streamline social support for families across Portugal.

The leader of the Chega party, André Ventura, announced that the party will request a review of the constitutionality of the Single Social Benefit (Prestação Social Única or PSU). The party argues that requiring individuals with high levels of disability due to illness, such as cancer patients, to perform social work in exchange for benefits is unconstitutional.

The Portuguese Social Security system accumulated a surplus of 2,885 million euros between January and April 2026. This figure represents the highest value recorded for the first four months of the year in the last decade, even as the overall public administration deficit remains a concern.

Parliament has authorized the government to create the Single Social Benefit (Prestação Social Única or PSU), a measure designed to consolidate 13 different non-contributory support schemes. The bill passed following an agreement between the Social Democratic Party (Partido Social Democrata or PSD) and the Socialist Party (Partido Socialista or PS), with the latter abstaining during the final vote.

Update: Single Social Benefit approved with mandatory social work requirement

The final version of the legislation confirms that beneficiaries of working age must be available for social work to qualify for support. The approval of the PSU ensures Portugal meets a key milestone of the Recovery and Resilience Plan (Plano de Recuperação e Resiliência or PRR), securing 620 million euros in funding.

The Chega party has threatened to block the government's proposed Single Social Benefit (Prestação Social Única or PSU) welfare reform. Party leader André Ventura stated that his support is conditional on the government restricting access to these benefits for immigrants who have not contributed to the national social security system.

Update: Government and Chega align on residency requirements for benefits

The government and the Chega party have moved closer to an agreement by proposing to increase the minimum legal residency requirement for immigrants to access the PSU from one to two years. While this remains below the five-year threshold originally demanded by André Ventura, the convergence marks a significant shift as the government seeks the abstention of Chega or the Socialist Party (Partido Socialista or PS) to pass the reform in Parliament.

The government is defending its proposal for a Single Social Benefit (Prestação Social Única or PSU), which aims to consolidate social support management into one system. During a parliamentary hearing, officials stated the measure will not reduce support for the vulnerable and could save the state approximately 3.2 million euros annually. However, critics, including the Association of Retired Pensioners and Pensioners (Associação de Aposentados Pensionistas e Reformados or APRe!), warn the system could foster social exclusion.

The government's proposal to create a Single Social Benefit (Prestação Social Única or PSU) is facing criticism from experts and the Association of Retired Pensioners and Pensioners (Associação de Aposentados Pensionistas e Reformados or APRe!). During a parliamentary hearing, critics argued the benefit could lead to social exclusion and foster suspicion toward recipients. The PSD parliamentary group defended the measure, stating the goal is to prevent prolonged dependency on state support.

The Socialist Party (Partido Socialista or PS) has warned it will vote against the government's proposal for a Single Social Benefit (Prestação Social Única or PSU) in its current form. While the PS remains open to negotiations, it rejects specific measures such as mandatory social work and a new whistleblowing channel for recipients. Meanwhile, the Chega party has indicated it may support the measure if the government accepts seven fundamental conditions, including stricter oversight and limits on foreign access to benefits.

The European Anti-Poverty Network (EAPN) Portugal has expressed concern that requiring recipients of the Single Social Benefit (Prestação Social Única or PSU) to perform social work could increase stigma against the poor. The network argues that linking benefits to mandatory activities may unfairly penalize those in situations of economic vulnerability.

President António José Seguro has asked that his public statements regarding national challenges not be interpreted as direct political criticism. During a visit to Luxembourg, the President emphasized that his role involves highlighting issues like the country's ageing population to foster national convergence rather than shortening legislative terms.

President of the Republic Marcelo Rebelo de Sousa described Portugal's aging population as a ticking time bomb during a congress of the Union of Portuguese Misericórdias (União das Misericórdias Portuguesas). He criticized the government's lack of response regarding social hospital admissions, emphasizing that civil society solidarity cannot replace the State's primary responsibility.

The government has approved a new Single Social Benefit (Prestação Social Única or PSU) to consolidate 13 existing support schemes, including the Social Insertion Income (Rendimento Social de Inserção or RSI). Prime Minister Luís Montenegro stated the policy aims to combat fraud, though it faces criticism for requiring working-age recipients to perform up to 15 hours of community work per week.

The Portuguese Ministry of Foreign Affairs has summoned the Russian ambassador in Lisbon to demand explanations following a drone strike in Galati, Romania. The attack, which hit a residential building near the Ukrainian border and left two people injured, has been condemned by the government as a serious incident affecting North Atlantic Treaty Organization (NATO) territory.

The legal retirement age in Portugal will rise to 66 years and 11 months in 2027. This adjustment follows new life expectancy data released by the National Institute of Statistics (Instituto Nacional de Estatística or INE), which recorded an increase in life expectancy for the population at age 65.

Prime Minister Luís Montenegro told the Social Democratic Youth (Juventude Social Democrata or JSD) congress in Viseu that there is no funding to increase minimum pensions or lower the retirement age. Montenegro criticized such proposals as irresponsible, arguing they would threaten the sustainability of the Social Security system. During the same event, João Pedro Luís was elected as the new president of the JSD.

Update: Chega leader slams government strategy on labour reform

André Ventura has criticized Prime Minister Luís Montenegro for publicly rejecting Chega's demands for labour law reform while remaining open to negotiations. Ventura described this approach as a 'ludicrous strategy' and warned that if the government refuses to address key issues like the retirement age, there will be little room for productive discussion.

Expenditure on temporary doctors, known as tarefeiros, reached 249.7 million euros in 2025, marking a 17% increase from the previous year. The National Health Service (Serviço Nacional de Saúde or SNS) relies on these contracts to maintain emergency department operations, with the Algarve Local Health Unit reporting the highest costs.

The government approved an increase in the funeral allowance for minors and people with disabilities, raising the benefit from approximately 268 euros to 1,611 euros. Minister of the Presidency António Leitão Amaro stated the change corrects a discriminatory practice that previously limited reimbursement based on an individual's contributory career. The new amount is equivalent to three times the Social Support Index (Indexante de Apoios Sociais or IAS).

The Permanent Coordinating Commission (CCP), representing major security force unions including the Public Security Police (Polícia de Segurança Pública or PSP) and the National Republican Guard (Guarda Nacional Republicana or GNR), has announced a national protest for April 16. The demonstration will take place in front of the Prime Minister's residence in Lisbon to oppose legislative changes since 2005 that have reduced pension values for security personnel.

President António José Seguro has enacted legislation ensuring 100% salary payment for workers under the simplified lay-off scheme (regime de lay-off simplificado). This support measure was created in response to recent storm damage, though it faced opposition from the PSD, IL, and CDS-PP during the parliamentary vote. The new rules aim to protect employee income during periods of temporary business suspension.

The Social Democratic Party (PSD) and CDS-People's Party (CDS-PP) have voted against a proposal to guarantee 100% sick pay for oncology patients. While the government recently increased support for parents of children with cancer, it argued against extending the full benefit to all cancer patients at this time. Patients and their families should note that the government has also established a new National Interministerial Coordination Commission for Long-Term Care (Comissão Nacional de Coordenação Interministerial dos Cuidados de Longa Duração) to improve elderly care services.

The Bank of Portugal (Banco de Portugal) has authorized a monthly gross pension of approximately €10,000 for its former governor, Mário Centeno. The 59-year-old former Finance Minister reached an agreement to retire after a career that included a decade at the central bank. While the bank maintains the specific terms of the agreement are confidential, the move has sparked public debate regarding retirement ages and public sector benefits.

André Ventura, leader of the Chega party, has summoned the Governor of the Bank of Portugal (Banco de Portugal), Álvaro Santos Pereira, to explain a pension agreement for his predecessor. The controversy involves former governor Mário Centeno, who reportedly reached a deal to retire at 59 with a pension nearly equal to his full salary of approximately 20,000 euros per month. Residents should note this follows reports of a “hidden agreement” regarding the early retirement.

Most political parties have criticized a proposal by Chega to require five years of legal residency before immigrants can access social benefits. Critics argue the bill is likely unconstitutional and discriminates against legal residents who contribute to the social security system. The proposal has united both left and right-leaning parties in opposition during parliamentary discussions. Residents awaiting residency should note that the bill faces significant legal and political hurdles and is unlikely to pass in its current form.

The last meeting ended without an agreement and with mutual accusations of intransigence.

Update: Government schedules fresh labour law talks for Monday

Minister of Labour Rosário Palma Ramalho has summoned the General Confederation of Portuguese Workers (União Geral de Trabalhadores or UGT) and business leaders to a meeting on Monday, March 16. The government aims to exhaust all possibilities for an agreement rather than prolonging the discussion indefinitely.

The Social Security Information Institute is developing an internal interoperability platform intended to stop requesting declarations the State already holds, aiming to simplify citizen and company interactions. Its president told ECO most of the paperwork currently demanded makes little sense and that the new system will let agencies share data so users submit fewer documents. The move should reduce visits and formal paperwork for many routine procedures handled by Social Security (Segurança Social). Residents who regularly deal with Social Security should watch for rollout details and new digital options.

The positive balance between contributions and benefits has risen more than nine times in 11 years. The number of women has increased 4.5 times and the number of men 6.1 times. Statistics will be available monthly starting this Friday.

Foreign workers now account for 17.6% of Social Security (Segurança Social) contributors, with about 840,000 immigrant professionals contributing in December 2025 — a 5.4‑fold rise since 2015 — the Ministry of Labour, Solidarity and Social Security (Ministério do Trabalho, Solidariedade e Segurança Social) said. Total contributions from foreigners exceeded €4.1 billion last year, roughly 8.5 times the €491 million recorded a decade earlier; the government framed the release to counter false narratives about immigrants. Público also notes the positive balance between contributions and benefits has grown strongly and that monthly statistics will be published going forward. Taxpayers and residents should watch the regular data releases to see how workforce composition affects Social Security finances.

Update: Positive balance rose ninefold; monthly stats start Friday

Público reports the positive balance between contributions and benefits has increased by more than nine times over the past 11 years, and that Social Security will begin publishing contributor statistics monthly starting this Friday. RTP and other outlets confirm the broad figures already cited by the ministry, reinforcing the scale of the recent rise in foreign contributions.

Update: Sources diverge; ECO cites €4.15bn, 14% share

New reporting shows differing headline figures: ECO reports contributions from foreign nationals rose about 760% to €4.148 billion in 2025 and states foreigners make up roughly 14% of contributors, while other outlets describe eightfold or 8.5x increases and some reports repeat a 17.6% share. The mismatch appears to come from different calculation windows and datasets; the ministry's move to publish monthly statistics should resolve method and timing differences once the new series begins.
