The Portuguese Bar Association has updated the rules for appointing public defenders in complex, large-scale legal cases.

The Bar Association (Ordem dos Advogados or OA) has changed how court-appointed lawyers (advogados oficiosos) are selected for high-complexity trials. The General Council will now handle these appointments directly, replacing the previous system of random draws by regional councils. This change follows delays in the Operation Marquis (Operação Marquês) case involving former Prime Minister José Sócrates, where frequent lawyer changes have slowed judicial proceedings.
The Ordem dos Advogados (Bar Association) is Portugal’s professional body for lawyers, responsible for regulating legal ethics, licensing and discipline and for representing the profession in public debates. Its proposal to change how substitute counsel are appointed in complex trials matters because the Bar’s views influence courtroom procedures, standards of defence and legal reform discussions.
José Sócrates is a former Portuguese Prime Minister who led the Socialist Party government from 2005 to 2011. He has been a central figure in high-profile legal cases linked to Operation Marquês, and recent reports say he plans to complain to the UN about Portugal's justice system.

At 3:45 PM, José Sócrates was being represented in the trial by court-appointed lawyer Humberto Monteiro.

An update to the courts' IT system on Wednesday blocked the signing of rulings and slowed down the platform, according to the union. The Ministry of Justice assures that support requests are being addressed and that the incidents are being resolved or have already been resolved.
