Parliament only established an internal whistleblowing channel in 2025

The system was only set up last year and provides for the handling of reports, anonymous or with the whistleblower identified, similar to arrangements in other public and private institutions and companies. It did not exist at the time of the alleged incident that has shaken Cotrim's campaign.

A parliamentary inquiry (comissão parlamentar de inquérito) is a temporary committee the Assembly of the Republic sets up to investigate serious public incidents or administrative failures, with powers to summon witnesses and request documents. In this case a committee could examine INEM’s practices and response, produce findings and recommend legal or policy changes to improve emergency services.
