Luís Montenegro reiterated the competence and resilience of Health Minister Ana Paula Martins. The praise came during the inaugural speech at the headquarters of the SNS executive directorate in Porto, where the prime minister also said that cases of delays in emergency response cannot be generalised, as the Portuguese National Health Service is one of the best in the world.
