Porto City Council is set to vote on a proposal for free public transport for residents, covering the entire metropolitan area. Proposed by Mayor Pedro Duarte, the initiative could launch this summer with an estimated annual cost of 20.5 million euros. The 'Flex' scheme targets residents over 23 years old holding a 'Cartão Porto' card, with compensation based strictly on actual usage rather than fixed costs. The program aims to support approximately 42,699 potential users, excluding students under 23 who already benefit from national free pass schemes.
