Defence Minister Nuno Melo told Parliament that, if it were up to him, the revision of the Programming Law would only proceed after the National Strategic Defence Concept is approved. However, he has already issued the order to establish the group that will draft the preliminary proposal, though he also remarked to deputies that they “would not die if there were no strategic concept.”
