Systems with increasing autonomy, scale and influence no longer confine themselves to performing technical tasks. These systems can be used to inform, but also to manipulate, discriminate or silence. The absence of clear rules undermines not only individuals but democracy itself.

The European Parliament's Committee on Civil Liberties, Justice and Home Affairs (LIBE) approved a report shaped by Portuguese input that is intended to form the basis for an international treaty on artificial intelligence, promoting common rules and cooperation.

Examines how algorithms that determine which voices are amplified or ignored—in areas such as social media moderation, electoral targeting and allocation of public services—can distort representation and weaken democratic institutions, raising concerns about accountability, transparency and concentration of power.
