The party suggests these supports be used for urgent repairs and essential equipment replacement damaged by storms, prioritising small businesses. Additionally, the IL seeks to expand support for the recovery of permanent housing and introduce tax incentives for investment and reconstruction in storm-affected areas. Other proposals include compensation mechanisms for businesses for justified worker absences during calamities, tax reimbursements for fuel expenses for generators, and expedited licensing for reconstruction. The document also advocates for a dedicated Transparency Portal for calamity response and regular audits of support execution. In the “Conquer the Future” section, the IL calls for reforms that have long been postponed, including territorial management and planning reforms, and effective coordination between Civil Protection and the Armed Forces. The IL also emphasizes the need for a National Risk Register and disaster preparedness education in schools, alongside community programs for seniors. Montenegro concludes the biweekly debate warning that the PTRR “cannot be an auction where everything is agreed to” as the government meets with parliamentary parties regarding the PTRR.
