The president of the Liberal Initiative (IL), Mariana Leitão, will present a document titled “Lift Portugal - Build Now, Conquer the Future” to the Prime Minister on Wednesday. This document includes proposals for a transformative response to a crisis that has revealed longstanding vulnerabilities while also providing an opportunity to correct mistakes, reform the state, and prepare the country for increasingly complex risks. It advocates for a Revised Budget, which Luís Montenegro is not yet convinced is necessary. The IL argues that without a Revised Budget, political debate and available solutions will be inevitably limited. The document proposes a clear, transparent, and scrutinizable response to the calamity within the State Budget, allowing parties to present financially impactful proposals this year without shifting responsibilities to municipal budgets. The initial section, titled “Build Now,” calls for direct and simplified support for businesses, extending support regimes to homeowners. The party suggests these supports be used for urgent repairs and essential equipment replacement damaged by storms, prioritising small businesses. Additionally, the IL seeks to expand support for the recovery of permanent housing and introduce tax incentives for investment and reconstruction in storm-affected areas. Other proposals include compensation mechanisms for businesses for justified worker absences during calamities, tax reimbursements for fuel expenses for generators, and expedited licensing for reconstruction. The document also advocates for a dedicated Transparency Portal for calamity response and regular audits of support execution. In the “Conquer the Future” section, the IL calls for reforms that have long been postponed, including territorial management and planning reforms, and effective coordination between Civil Protection and the Armed Forces. The IL also emphasizes the need for a National Risk Register and disaster preparedness education in schools, alongside community programs for seniors. Montenegro concludes the biweekly debate warning that the PTRR “cannot be an auction where everything is agreed to” as the government meets with parliamentary parties regarding the PTRR.
