Despite the war in Iran and its economic consequences preoccupying ministers, much work is going on behind closed doors in Whitehall to strike a closer relationship with Brussels. Relations between the UK and the EU remain deeply marked by Brexit, a turning point that exposed decades of interdependence. The UK is now signaling a new approach through the 'UK-EU Reset' initiative to stabilize ties with Brussels. However, this rapprochement occurs in a demanding international landscape where the US and China exert pressure on Europe, forcing it to rethink its economic and strategic positioning. The analysis covers the challenges of regulatory divergence in trade, the structural competitiveness crisis facing European technology, and the continent's reliance on NATO for security. Ultimately, the UK and the EU are compelled to cooperate, as Europe must define its own path between global powers to maintain relevance.

Prime Minister Keir Starmer stated on Wednesday, April 1st, that global instability caused by the war with Iran means the UK must prioritise strengthening economic and defence ties with Europe, highlighting this as the central focus of an upcoming summer summit with the European Union. Starmer emphasised that while the UK will continue to defend its national interests, long-term stability requires closer cooperation with European allies. He aims for an “ambitious” reformulation of relations to undo some of the “deep damage” caused by Brexit, though he clarified that rejoining the EU customs union or single market is not in his plans. Despite this, he expressed an ambition to improve market access through potential alignment with EU standards. Starmer also rejected the idea that this shift is a choice between Europe and the United States, arguing that a stronger European relationship actually bolsters the UK's position with the US, especially regarding defence and security.

A rapprochement between the 27 member states and the country that decided to leave is more necessary than ever, despite the barriers, argue Portuguese and British experts gathered in Lisbon. This is driven by an awareness of threats to a way of life once taken for granted and the perception of an unstable world where Washington is no longer the same partner.

Brussels officials are wary of previous British attempts to “cherry pick” the benefits of the EU while shirking the obligations of membership.

The European Union wants to urgently resume talks on a “reset” of relations with the United Kingdom. The bloc of 27 states says work is needed to “overcome complexities.”

“Frustrated” Brussels says issue must be resolved before talks can conclude.
