Luís Neves is currently worth more inside the Government than outside of it. This tells us a lot about the Minister of Internal Administration, but it tells us even more about the Prime Minister. Luís Montenegro's pragmatism, his stance against everyone and everything, that relaxed manner and blasé air, as if he does not really care, are beginning to become his trademark.
