In recent days, voices of several European leaders have begun to be heard raising a question that for a long time seemed unutterable: what can each country do about foreign military bases installed on its territory? What room for manoeuvre exists when those bases become associated with strategic decisions that the State itself does not control, does not decide on, or does not recognise as its own?
