Fernando Santo, the former president of the Order of Engineers, says current regulations for building infrastructure already anticipate intense weather events, taking into account seismic risks, strong winds and snow. He stresses, however, that “there may be constructions that do not follow their own designs or that are carried out by people in a less lawful way”, and therefore the emphasis should be on a reorganisation “of our prevention model for these events”.
