The local authority stated that the initial focus was on educating merchants about the new rules, which were implemented to address noise complaints in tourist-heavy areas. Despite the measures, residents' associations, including the Plataforma Lisboa, report that street crowds have returned, and they are calling for stricter enforcement and a new noise regulation to be discussed with Mayor Carlos Moedas.
