Political rhetoric matters a great deal. When it is ambiguous, it legitimises shortcuts; when it is clear, it strengthens institutions. What is expected of a government is that it be the primary guardian of environmental legality. Opinion by Helena Freitas
ICNF: nature cannot be governed outside the law

Context & Explainers
ICNF is Portugal’s Institute for Nature Conservation and Forests (Instituto da Conservação da Natureza e das Florestas), the state agency that manages protected areas, forests and many environmental licences. In this story ICNF matters because changes to laws or ministerial guidance can affect whether projects pass environmental checks or need different permits.
Sustainability (sustentabilidade) means meeting present needs without reducing the ability of future generations to meet theirs, covering environmental, economic and social dimensions. For residents it affects local planning, jobs and services—look for municipal or company targets, timelines and measurable actions when assessing how sustainable a place or employer is.
