A New State

The role of the State is currently under discussion. The State exists to serve its citizens, who must see themselves reflected in its ability to foster an essential relationship of trust. Drawing on David Osborne's concept of 'reinventing government', this piece argues for repositioning the State as the central pivot for organizing and monitoring society through a New Social Contract. Beyond mere administrative adjustments or e-government, the State must strategically model change, moving away from its traditional role of correcting systemic failures to becoming a proactive, creative force that drives innovation and value creation. Ultimately, this 'New State' is a vital challenge for Portugal, essential for navigating the demands of globalization and the knowledge economy.
