The Prime Minister included opinions from the State legal service in the appeal regarding Spinumviva. Experts state that, from an ethical standpoint, Montenegro should not have mobilised the State apparatus.

What do the Constitutional Court and Luís Montenegro disagree on? What are the consequences of the decision? Nine points on the judges' arguments against the Prime Minister's wishes, who will now have to submit and make public information regarding all services provided by Spinumviva, as well as the amounts held by the company in its bank accounts.
The Constitutional Court rejected the complaint filed by the Prime Minister and upheld the decision requiring him to disclose the client list of the family company Spinumviva
Prime Minister Luís Montenegro rose to the top position in the media exposure ranking during February, featuring in 139 news reports totalling 7 hours and 16 minutes. António José Seguro, elected President of the Republic in February, fell to second place, having appeared in 80 news reports totalling 6 hours and 11 minutes.

The Constitutional Court (TC) has ruled that the client list of Luís Montenegro's family business must be made public. According to the ruling dated March 12, consulted by ECO and reported by Expresso, the complaint filed by the Prime Minister upheld the decision not to hear the appeal he had lodged.

This unanimous decision means that the Prime Minister must include the company's client list in his register of interests.

The Constitutional Court has definitively decided to refuse the analysis of the appeal filed by Prime Minister Luís Montenegro regarding the disclosure of clients of the company Spinumviva. The judges maintain that the appeal was submitted past the deadline.
Judges at the Palácio Ratton uphold the decision by the Transparency Entity to make the list of the consultancy's clients public, as the Prime Minister filed his appeal at the Palácio Ratton after the deadline.

In a ruling voted unanimously by the plenary of Constitutional Court judges, it was decided that the Prime Minister's appeal would not be heard because it was filed after the deadline.
Luís Montenegro concluded the PSD parliamentary sessions and admitted that there are party members averse to change. Passos Coelho does not repeat comments.

The Constitutional Court (TC) clarified that it rejected the appeal filed by the Prime Minister to prevent the inclusion of Spinumviva clients in his register of interests because it was submitted after the deadline. The newspaper Público reports this Tuesday that the TC itself confirms the appeal was late, a fact previously reported by Expresso on Thursday, adding that the Prime Minister signed it himself. His office stated to the newspaper that he did so in his capacity as the appellant and not as a lawyer, as his professional license is inactive while he serves in Government. The TC's decision is not final as an annulment request has been filed, which the Court confirmed to Lusa on Thursday. The Ratton Palace indicated that the plenary session has already ruled not to hear the appeal, but the decision is not yet final due to a pending nullity claim. The Court further clarified that the case follows the rule regarding the publication of rulings on income, asset, and interest declarations, meaning the decision will only be published on the TC website once it becomes final. The case dates back to last July, when it was reported that the Prime Minister requested to oppose the public disclosure of certain elements of his declarations submitted to the Transparency Entity (EpT). Among the contested items was the client list of Spinumviva, a company founded by Montenegro and currently owned by his children. The EpT had requested this information as part of its verification process. Disagreeing with the EpT, Montenegro filed an appeal with the Constitutional Court to challenge the body's decision regarding the disclosure of this data.
