Council of State: Seguro summoned Marcelo's councillors (who may still be dismissed)

With Parliament still lacking an agreement to appoint five State councillors and with Seguro delaying the appointment of the five councillors from his own quota, the previous composition of the Council of State was entirely summoned for the meeting on the 17th. The problem: it is highly likely they will be uninvited next week.
