The increase in threats and the difficulty in recruiting and retaining specialists are limiting the operational capacity of intelligence services, according to the CFSIRP, which is calling for more autonomy and legislation.

The director of the SIS seems to be permanently installed in the position. It has been 11 years, a situation without parallel in the entire history of the Portuguese secret service, and also in many international intelligence services.
Over five thousand people applied to the Portuguese intelligence services, with the Information System of the Portuguese Republic (SIRP) receiving more than 10,000 applications for 108 positions ranging from information officers to human resources, as reported by ECO/eRadar. “The evaluation process for the applications is currently underway.”
