Rui Moreira, former mayor of Porto and a commentator on CNN Portugal, declined to respond to the Minister of Internal Administration, Maria Lúcia Amaral, who said she did not know what had gone wrong. On CNN he said he 'knows exactly what went wrong' in the response to the damage caused by the bad weather. “I know exactly what went wrong. First, the country's planning for the electricity network: if we did not have only 20% of power cables buried and instead had 50%, naturally there would not have been so much damage; then we realised there is a lack of coordination, due to a lack of critical mass, between municipalities that have the capacity to deploy Civil Protection, the fire brigade and everything else, and small neighbouring municipalities that, in fact, do not have those resources, do not have that critical mass,” he argued.
