Goods are already being sent to the Azores and Madeira
The contingency plan has allowed many containers that had been piling up at national ports to be dispatched. But the problem is not yet fully resolved: the new customs IT system is causing bottlenecks. More than 2,000 containers remain at the Port of Leixões awaiting shipment and around 3,000 are at sea.
