According to reports, the PSD bench leader argued that the party's proposal is the most balanced among those being discussed today. Parliament is debating initiatives from Chega, CDS-PP, and PSD aimed at repealing or amending Law No. 38/2018, which enshrines the self-determination of gender identity and expression. The PSD proposes returning to the 2011 regime, requiring medical validation for changes, and restricting the ability of 16-to-18-year-olds to change their gender, which was permitted under the 2018 law with parental consent. Chega and CDS-PP have also proposed restrictive measures, while the Left Bloc has introduced a bill to strengthen the current law.
The PSD bill raises several questions. While it seeks to limit some aspects of gender self-determination, it continues to attribute legal relevance to the concept of 'gender identity'.
The PSD wants a report from a doctor and a psychologist to prove gender incongruence for changing sex and name in the civil registry.
The Ministry also said that registration services at the Citizen Service Centre in Alvaiázere and the registry offices in Ferreira do Zêzere are operating under restrictions.
