Democracy has safeguards, but it can be at risk

The semi-presidential system combines constitutional safeguards that limit autocratic capture with institutional flexibility that allows substantial change through political practice and reform. Legal protections, separation of powers and procedural rules help preserve democratic norms, but policy choices, party dynamics and reinterpretation of rules can open pathways to erosion. Safeguards therefore reduce risk but do not eliminate it: vigilance, legal clarity and pro-democratic reforms are needed to sustain the system.
