More than 30 complaints filed with the Commission for Equality and Against Racial Discrimination (CICDR) remain unprocessed because the law governing the commission has not been regulated since it came under the authority of the Assembly of the Republic. Despite having an annual budget of 760,000 euros, the commission cannot hire the necessary staff to investigate cases and issue fines. Commission president Isabel Almeida Rodrigues warns that this paralysis is particularly serious given the rise in hate crimes in Portugal, as reported in the latest Internal Security Annual Report (RASI).
