The authorisation of expenditure by an entity without the authority to do so, the improper use of direct awards, and the failure to apply penalties for breach of contract are some of the “legal non-compliances” that the Inspectorate-General of Finance (IGF) detected after analysing 12 public procurement processes carried out in 2022 by the Portuguese Navy.
