Security incidents rose by 6% in 2025 compared to 2024, totalling 87, including the 28 April blackout which impacted network resilience, according to the National Communications Authority (Anacom). The regulator noted that external factors, such as power outages and natural phenomena, were the primary causes, accounting for the majority of reports. While the total number of incidents increased, the average duration per incident decreased from 57 to approximately 37 hours. Fixed telephony and internet services were the most affected, and while 14.6 million subscribers were impacted—largely due to the April blackout—the overall distribution of incidents throughout the year was more uniform than in previous years.
